Those things have always existed outside of the board. /r9k/ is just the epicenter of it.
Why? /r9k/ contributes to these things the most. The board's culture fits well with sad images and greentext stories. But none of these are exclusive to the board.

/a/ is the anime board, but you can post anime reactions anywhere and even talk about anime on other boards if the plot goes with the board subject. (Lain on /g/, Initial D on /o/, etc)
