Just an idea to staunch the fatal bleed-out of players. (i.e. keep them in pocket and donating)

There's a tiny minority going around making life miserable for a lot of people by constantly attacking them outwith the scope of Covenants / Battle Ladder / Cov Tournaments. While that was fine in the days when RV was established, it's not so much now (I blame Zynga!) - many people just want to play undisturbed.

So I have a grand suggestion, that will with one fell swoop silence the complaints and make happy the flower pickers.

Attacks outside Cov / BL / Tournaments i.e. out in public attacks carry a high probability of being caught in the act (by VA?). Say 9/10 times results in House Arrest for 24 hours. Those put in HA for Gratuitous Violence In Public are massively harder to bust out of HA (maybe high security HA), and if caught trying to bust such an offender the rescuer gets 24 hours in HA too, with the same high security.

You need to think about this because a few high level players are driving away a lot of newer players that are essentially your meat and gravy at the end of the day.
