In light of the Oligarchy, and nature of this given universe - the Sovereign state formal requests the ability to live and thrive in its own governance, under the law of nature, and the ability to capitalize and industrialize the given resources in it’s vacinity. Those personnel within the Union are to be granted individual rights, and the choice of ethical morals with which do not conflict with the given and instituted Oligarchy laws, however, granting the Union Executive and Judicial power to effectively and personally manage and control their given state with given borders.

This formal request is an act of recognition and request for change due to the given nature of the Oligarchy. However, given the Union personal displeasement with the actions, governance and current state of the Oligarchy, formal request to become a Sovereign state is to be declared as of this been written. Within this request, the Union officially declares it’s ability to govern its state with the given listed powers, as noted above or below. To keep friendly relations - The Oligarchy law will apply to those under the Union state, within reason. Formal request of all punishment and Judicial control is to be given to the Sovereign Union state, it’s majority of people and it’s governing party. With the nature of this Declaration and peaceful request, the Union presents the following terms, and offers the conditions as listed.

The ability to manufacture, capitalize and industrialize its own state without Oligarchy interference or intention to halt its governance processes. Only of which will be negotiated between the Union and Oligarchy, to assure a healthy agreement has been applied to both parties.
The ability to govern and rule it’s own state, while respecting Oligarchy law.
The ability to refuse and deny all law that directly interferes with the given Declaration and it’s declared terms.
The ability to act accordingly with those who damage or break the given set of laws, a full judicial right under the Union unless said occurrences directly interfere with Oligarchy mandate and or law in their given border.
Freedom to follow morality and make decisions in best interest of the economy, and personal in the Union border.
Self-governance and moderation of official industrial parties, with equality of pay, life, and law for those under the union. This includes it’s designated land, which can be altered or changed best to support the Union interest.
The given border and it’s nature - along with it’s resources and architectural / structure within.
Freedom to trade and exchange resources to the Oligarchy, with intent to provide materials and a flowing economy.
Freedom to trade with non-Oligarchy states and sources, without Oligarchy interference.
Absolute right to govern its complete state, and interact and solve issues that openly conflict with the Oligarchy and Union.
The right to deny requests and formal changes forced onto the Union, if said changes put it’s nature, personal and freedom at risk. This goes with it’s economic exporting and production, along with the lives and absolute rights of those under the Union wing.

With the request, and given terms. The personal in the Union are open and in agreement with this Declaration. All within the borders will be given their own freedoms, rights and choice of morality so long it does not conflict with the safety of life and overall law. The industrial collective is held under the government, where the best interest of all is heard, along with suggestions and recommendations. All personnel under the border of the Union has the full right to deny or attend governance meetings which decide the outcome of its industrialization, or qualities of its Sovereign state. An open government, with all equal, and restrictions to assure no negative attributes are pushed out that harm the state, relation with the Oligarchy, or individual rights and freedoms. Aslast, the freedom to make one's own destiny so long it does not conflict with other freedoms and rights, and the collective nature of the Union. All personnel will be paid, and given benefits to assure their well being is absolute. While the manufacturing and industrial aspects are ruled under a collective, personnel are given freedom to choose their own profession, with a  governing entity to assure laws and no foul-play is at hand, to also assure the best, majority interest of the Union.
