If the air is coming from dragon (it will be lit green), and the command core is at barracks (the thing stuck in the pipe) follow this path.

From Dragon, eliminate Barracks since you have to END UP THERE. Go to either supply or dept, so we will go to supply for example. Flip the switch at dragon to 1.

Go to supply, and eliminate dragon since you JUST CAME FROM THERE. Go to either armoury or tank, so we will go to tank for example. Flip the switch at supply to 3.

Go to tank, and eliminate supply and barracks, since you JUST CAME FROM SUPPLY, and you want to END UP AT BARRACKS. So, go to the armoury. Flip the switch at tank to 3.

Go to armoury, and eliminate supply and tank, since you JUST CAME FROM TANK, and you ALREADY WENT TO SUPPLY. So, go to the Department. Flip the switch at armoury to 3.

Go to Department, and eliminate armoury and dragon, since you JUST CAME FROM ARMOURY, and you STARTED AT DRAGON. This means that there is only 1 option left to go to, so go to barracks, where the command core is. Flip the switch at Department to 2.
Collect the command core at the Barracks.

In the end, the air flow from Dragon to Barracks goes as follows:
Dragon: Set the switch to 1.
Supply: Set the switch to 3.
Tank: Set the switch to 3.
Armoury: Set the switch to 3.
Department: Set the switch to 2.
Barracks: Collect the command core at the final destination.
