Add new values for octavia

Added and modified values in defaults-2.0, vagrant-threenode/hosts,
and project-list to enable/configure octavia
Set neutron.lbaas.enabled = octavia by default
Added octavia to project-list

Arrrsula

Added roles and tasks to enable and configure octavia

Added two roles to the playbook which will install and
configure octavia on the controller and a compute node
when neutron.lbaas.enabled == octavia.
It currently missing the amphora image.
The certs creation used here is temporary.
