because like I said before, mutation=/=evolution
and yes, eevee is __adapting__ to its surroundings, in this case, the mossy rock
but it's not mutating, mutation is, as the merriam-webster dictionary describes it, as 'a relatively permanent change in hereditary material involving either a physical change in chromosome relations or a biochemical change in the codons that make up genes; also :  the process of producing a mutation'
whereas evolution suits this scenario by being defined as 'a theory that the differences between modern plants and animals are because of changes that happened by a natural process ' or in this case, the change in its environment
