  20. How hard would it be to implement this functionality for the dwh
  21. release to the public? Rick Wagner suggested it and he will be asking
  22. Ken and Jon how hard it would be to modify the NWIS 'pusher' program
  23. run by jobtimer to have similar results?

  25. the release to public flag would be a set based on samples that have
  26. been uploaded to NWIS at least NN number of days [default say 42 days
  27. or 6 weeks] before release to public. that way data of nn day 'age'
  28. would automatically be release to public and every data collector
  29. would have nn days, say 6 weeks to review each sample before it was
  30. public. If we could do this, it would make a lot of people happy and
  31. more comfortable.

  60. Now that it's possible for WSC's to upload data stored in NWIS/QWDATA
  61. to NWISWeb on a daily basis (see links below to Tim Miller's 6/26/07
  62. memo and Mark Hamil's 3/4/08 memo), the DataSyn team has been
  63. discussing options for serving recent data to the public NAWQA Data
  64. Warehouse (DWH) and trying to avoid the undesirable possibility that
  65. at some point the DWH might serve data that are different from data
  66. served by NWISWeb. This follows years of adjustments to make our data
  67. release policy match NWIS's.
  68.  
  69. This data-disconnect could occur if (1) WSC's modify their QWDATA
  70. upload frequency from the default value (daily) to something much less
  71. frequent; or, (2) as rumor has it, some WSC's that oppose timely
  72. QWDATA uploads to NWISWeb, might decide to forego installation of the
  73. software that performs the uploads. In these cases, because the
  74. ~weekly DWH reload process retrieves data directly from WSC host
  75. computers, the DWH might then be serving recent data to the public
  76. that haven't been uploaded yet to NWISWeb. (The NAWQA data warehouse
  77. data-retrieval mechanism has been in use for several years and is
  78. much different than the one developed recently by NWISWeb.)
  79.  
  80. We think that some study units might not have considered the
  81. possibility that their recent data could be served to the public via
  82. the DWH and we want to take appropriate measures. A fuller
  83. description of the issue and DataSyn's proposed course-of-action is
  84. described below. We would appreciate your comments and suggestions
  85. before we forge ahead.

  88. Description of Issue and DataSyn's planned actions
  89.  
  90. -It is desirable for the NAWQA DWH to release water-quality data to
  91. the public on a continuous basis, since NWISWeb now does
  92. so. (Currently, we keep a whole water-year's worth of samples out of
  93. the public DWH, until we decide the data reports are
  94. "done". Normally, we would release WY 2007's sample to the public
  95. sometime in MAY or JUNE, 2008. Until then, the most recent
  96. water-quality data in the public DWH is through September, 2006
  97. (WY06). )

  99. -We will add a DQI field to public-query tables containing result
  100. values. This ensures users get relevant information about the status
  101. of data review and although it's not yet "well populated" -- it's
  102. still the best tool we have. (Doing this will be a motivation for
  103. WSC/NAWQA staff to populate DQI correctly!)
  104.  
  105. -NAWQA data teams (topical teams, status&trends, study units, etc)
  106. should be duly informed about their increased responsibility to code
  107. DQI (at the result level), and/or ASTAT (at the sample level) for
  108. appropriate public consumption. Some of the issues to educate the
  109. NAWQA data teams about include:
  110.  
  111. -Immediate release of water-quality data to the public means they
  112. should code ASTAT and/or DQI immediately after sample login or receipt
  113. of their data from the lab(s). They need to do this for NWISWeb,
  114. regardless of how the DWH releases their water-quality data. OWQ
  115. Technical Memo 2007.04 (link below) explained how to code for
  116. restricting data from the public.

  118. -The DWH no longer keeps a list of "approved parameters" for
  119. release to the public. (We did at one time, but we discontinued that
  120. practice a couple years ago.) However, NWIS maintains a "public flag"
  121. in its parameters table, with 2,744 (out of 18,755 total) pcodes
  122. flagged as "NOT public".
  123.  
  124. -Datasets retrieved from the DWH would use the same disclaimer as
  125. NWISWeb:
  126.  
  127. USGS endeavors to ensure the accuracy of all water-quality data
  128. provided to the public. As part of our efforts to improve the
  129. timeliness and relevance of our data-collection efforts, provisional
  130. data are provided which may not have been reviewed. The majority of
  131. results are not changed during the review process, but errors do
  132. occur. The "data-quality indicator" (DQI) is provided to guide data
  133. users. Results are initially coded with a DQI of "S" (presumed
  134. satisfactory). After review by a project hydrologist, the DQI is
  135. usually changed to "R" (reviewed and accepted). Laboratory results
  136. are initially reviewed at the laboratory and subsequently by the
  137. hydrologist. Sometimes, comprehensive reviews of quality-assurance
  138. data cause revisions to previously reviewed data, therefore an "R" DQI
  139. coding does not guarantee that results will never be updated.
  140.  
  141. To view additional data-quality attributes, output the results using
  142. these options: one result per row, expanded attributes.
