raw kernel r0 for GT-N7000 (Galaxy Note Intl.)

Changes over stock CM10.1 kernel :
* Linaro 4.7-2013.05 toolchain compiled
* Defaults to ROW and pegasusq governors
* Increased minimum GPU step from 100 to 133MHz (3 steps: 133, 200, 266)
* Reduced first touch deadzone from 15 to 5 pixels
* Fixed S3CFB_SET_VSYNC_INT ioctl

It is an attempt to improve the stock kernel smoothness, without suffering from instabilities like NX-Kernel.
You will not see fancy features or loads of governors in this kernel unless upstream does it.
