The following is an agreement of Treaty of Alliance among the GFA - Galactic Ferengal Alliance and CU - Cardassian Union.

Conditions:

1. The parties of this treaty will be bound to allow full travel within their space to merchants of the counter party. The parties will provide security and defensive measures for those merchants when permissible and able.
10. Any further agreements with third parties to join this agreement requires full and complete agreement by both signatory parties. This agreement must be then amended to include the third parties agreement to this agreement.
11. Any future treaties, agreements, or trade agreements. Require notification of the possibility and signing of such an agreement. This information should be passed through official channels and confirmation of received agreement is needed to confirm receipt.
12. Official Channels consist of recognized heads of Trade Guilds (CMT/FCA) or Heads of State.
13. Agreements between third parties for the purposes of trade or defensive measures against incursion or merchant traffic are not binding on the third party and shouldn't be considered such.
14. In the event of attack on recognized sovereign vessels/installations/planets/assets from a third party, the counterparty to this agreement will then be treaty obligated to provide available means of assistance to the attacked party. So long as this attacked party was not attacked by means of (Piracy, extengent circumstances outside the control of the sovereign nation, mutiny, civil war)
15. In the event of war being declared against signatories of this agreement, by recognized and established nations, the counter party is treaty bound to declare war against the third party. Likewise the counter party must then detain any belligerent ships within their borders, arrest and detain all enemy personnel, and muster forces for defense of their home space, as well as assistance of the home space of the offended party (party to which war was declared upon)
16. The parties will agree to establish a command structure taking into account military specialists from both the GFA and CU. The parties will endeavor to include both GFA and CU members in either the 1st or 2nd spot within the CoC of the command structure. However, mercenaries hired by any party will remain under the CoC of the hiring party to ensure contractual obligations are met between contracted parties.
17. Corporations within either organization will NOT be permitted to contract with third party belligerents within times of war, even if such licensing is in place. Any known contracting organization will then be considered a belligerent for all causes and effects there of including seizure of individuals, property, assets, goods or life.
18. The GFA will permit during times of crisis the use of it's penal colony for overflow of both low security criminals and jailees, at a nominal cost. Likewise the Union will provide similar services to the GFA during times of crisis. This agreement of low cost prisoner exchange can be extended to non-crisis times so long as agreement is reached between both parties and space permits.
19. Both parties will participate in establishing a orbital at a nebula near midpoint between shared space. This will act as both a meeting location and place of muster for troops and materials. This store of materials will be maintained by the FCA and the weapons and armor will be maintained by the CU. The activation of these material stores as well as ships and personel will be available incase of attack by a third party. This location should be on a non-public knowlage basis and exist only for the use of the parties signing.
2. Parties have declared restricted access to Cardassia IV, Prim II, Chemarra and Quinn's Moon to be closed to outside trade as per security measures needing such restrictions. These will be spelled out by the respective heads of government and any change in this subset requires 240 hours notice via secure packet and announcement.
20. Costs for the establishment and maintenance of this ammo/supply/ship location will be borne by both parties equally. Likewise the CU and GFA will after signing the agreement begin scouting for suitable locations. The base will remain as an independant class base thus allowing a non-descript FOE device to be installed. Name and location of this base to be agreed upon by participatory parties. As well the agreed parties will determine the class of base to be established as situations warrant.
21. Parties to this treaty can ask for mediation services from the counterparty when dealing with other parties. No compensation other the the actual cost of these services will be charged
22. Parties to this treaty will agree that conditions to this treaty can be added at any future time by concensus and agreement by the either the Head or Second of the Cardassian Government or the Director of the FCA or Grand Nagus.
3. Parties of this treaty will establish a shared and secure subspace channel for open communication between the two signatory parties. Two subspace station repeaters will be installed. One in the DQ and one in the GQ to ensure complete coverage.
4. Communication via the shared frequency can be used in lieu of direct s2s communication as to provide announcement and other advice to parties of this agreement.
5. Parties of this treaty will both repair and refuel merchants and military vessels of the other party when the conditions arise that they are able. (Landed on a controlled installation/planet/docking ship) These repairs will be made at no charge and fuel can not be charged at a profit. (The signers of this treaty will attempt to provide fuel for no cost when possible)
6. The CMT and FCA will provide logistical support when requested for projects of benefit to each party.
7. Asset Transfers between both parties will be done at a tax rate considered 'favored nation' and such a tax rate will not be higher then any asset transfer rate outside of internal inter-empire rates.
8. The Ferengal stock market will be open to Cardassian companies and entities looking to list and raise capital from Ferrengi merchants/businesses/individuals. The charge for listing will be a flat charge of 2,559 GPL for all entities that can provide suitable documentation of being of Cardassian Origin and approved by the CMT.
9. This alliance requires all future or past full alliances be noted and be within the best interest of the counter party. This deals with only full alliance agreements. Currently notation of current trade and defensive agreements with third parties is suggested as well. Currently the GFA has trade agreements partners with the BFN/KE/DOM/OA/CU. We have merchant protection agreements with the BFN and KE.
