  3. Introduction
  4. ------------
  5. Krondorian Laws are set by Congress and approved by the Duke. Every Krondorian citizen, regardless of City and/or Guild rank, is to adhere to these laws.
  6.  
  7. These laws may not be altered without the approval of the Duke, or, in certain circumstances, a majority vote of Barons. Direct any complains or questions regarding these laws to the Chancellor's office.
  8.  
  9. Unless otherwise stated, the Sheriff's department will decide on the punishments for breaking the laws on a case by case basis according to the guidelines in CHELP LAWS PUNISHMENT. While the Sheriff or Chancellor may set fines and/or punishments for most offenses, particularly severe offenses will require the intervention of Congress.

  11. All crimes fall into one of two categories: menial and felony. Crimes will be tracked and punished according to category. In other words, committing any three menial crimes will result in a third-level punishment, regardless of the specific types of each of the three menial crimes. Furthermore, three menial strikes within a single year will result in one felony strike.

  13. The forgiveness system allows for strikes to be forgiven at a specific rate: one consecutive year of good standing per menial strike, and three consecutive years of good standing per felony strike. Committing any crime during this time immediately resets both counters to zero.
  14.  
  15. Punishment**
  16. ----------
  17. As discussed in CHELP LAWS INTRODUCTION, all crimes fall into one of two categories: menial and felony. All crimes within each category are counted together; committing theft and then assault would result in a second-level menial punishment, for example.

  19. Note: This is also the case for crimes done against allied cities.
  20.  
  21. MENIAL OFFENSES
  22. 1.) First offense - 1 to 3 gold fine, up to twenty day banishment
  23. 2.) Second offense - 10 to 20 gold fine, up to one hundred day banishment
  24. 3.) Third offense - 20 to 50 gold fine, up to one year banishment
  25. 4.) Fourth offense - No fine, permanent banishment
  26.  
  27. Note: In cases of crimes with monetary damages, such as theft or murder of mounts, monetary compensation to the victim will be added on top of the city fine.

  29. FELONY OFFENSES
  30. 1.) First offense - 2 to 10 gold fine, up to fifty day banishment
  31. 2.) Second offense - 20 gold fine, potential exile
  32. 3.) Third offense - No fine, permanent banishment, potential addition to bounties list
  33.  
  34. Note: For particularly horrendous crimes, such as treason, offenders may be charged with a third degree offense straight away.
  35.  
  36. Allies*
  37. ------
  38. All citizens will treat allies as citizens, in so much as:
  39.  
  40. 1.) You will treat an ally with respect.
  41. 2.) You will not harm an ally.
  42. 3.) You will not purposefully goad an ally into attacking you.
  43.  
  44. Maintaining an ally status with another City is a rather tricky situation and we will not tolerate any idiocy. Should an allied City complain to us concerning a citizen - we will order a committee from both cities to judge the situation and deal with it accordingly.

  46. Army*
  47. ----
  48. The Army of the West is Krondors main means of defense, it is not influenced politically by Congress and apart from the Duke who appoints a Commander, everything else is managed from within the Army. They have the right to elect and appoint a new Commander by calling for an internal vote at any given time.

  50.  
  51. The Army is headed by their Commander who is appointed by the Duke. The Commander has full authority over the members of the Army when it concerns City Defense, combat and military activities, no single member of Congress except the Duke may interfere with the internal workings of the Army itself unless there is reason to believe that there is treachery at play.

  53. Senior Officers of the Army have the right to call for Martial law when the need is extremely dire. Martial law permits the Armies full authority over the City and may only be called off by the Duke or a majority of Barons.
  54.  
  55. While under martial law, all citizens are expected to obey commands issued by the army - failure to do so will result in punishment according to Army law.
  56.  
  57. Army Martial Law*
  58. ----------------
  59. Senior officers in the Army (see CHELP ARMY OFFICERS for current officers) have the authority, in times of need, to temporarily declare martial law. Under martial law, all Krondorian citizens, regardless of rank or membership in the Army, are required to obey the orders of the ranking member of the Army. The only exception is if the Duke or a majority of Congress (3 Barons) are present and wish to overrule the Army.

  61. Examples of when martial law may be called are:
  62.  
  63. 1.) A significant enemy force is in or near Krondor.
  64. 2.) A natural disaster strikes the city, such as an earthquake.
  65.  
  66. The purpose of a declaration of martial law is to provide clear leadership and instructions to the entire city, for the benefit and safety of all citizens. Failure to obey orders while the city is under martial law may result in reprimand, fine, banishment, or other punishment, depending on circumstances. Any complaints pertaining to abuse of powers granted under martial law may be directed to the Duke and/or the Commander.

  69. Citizenship**
  70. -----------
  71. 1.) Anyone, regardless of nation of origin, who is not a current citizen of Krondor and wishes to have enemy status lifted will complete the proper application and submit it to the office of the Ambassador for processing. Should an application for the removal of enemy status be approved, and any and all fines set forth must be paid in full before such action takes place. After the lifting of an enemy status, the applicant will be put on a 40 day probationary period to begin upon the status being removed. During this probationary period the applicant will be evaluated, and put under watch of an escort if required. Any fines paid to Krondor for prior crimes will not be refundable regardless of future enemy status.

  73. 2.) Anyone, regardless of nation of origin, who is not a current citizen of Krondor and wishes citizenship will complete the proper application and submit it to the office of the Ambassador for processing. Should an application for citizenship be approved, any and all fines set forth must be paid in full, and a sworn and witnessed oath of citizenship must be taken before such action takes place. In the case of former enemies, the applicant will be put on a 40 day probationary period to begin upon the status being removed. During this probationary period the applicant will be evaluated, and put under watch of an escort if required. Any fines paid to Krondor for prior crimes will not be refundable regardless of future citizenship or enemy status.

  75. 3.) Any person who chooses to abandon their citizenship to Krondor without authorization from the Congress (either 3 barons or the duke) will be permanently banished and prevented from reclaiming their citizenship until such a time as a fine of 50 gold sovereigns is paid to the crown and an application for citizenship stating their reasons for leaving and for wishing to return has been approved.
  76.  
  77. 4.) Vampirism, or any other proven condition which puts any applicant in violation of Krondorian law will result in the automatic dismissal of their application. All applications are to be completed fully and truthfully, and returned to the office of the Ambassador of Krondor. Failure to follow the proper channels will cause the application to become void. Any statement found to be untrue will cause the application to become void. In the event that untruths should be discovered after acceptance of their application, citizenship may be revoked and/or the case be put to tribunal for disciplinary action.

  79. 5.) The Ambassador, or in their absence their senior aides, or member of Congress, alone have the right to decide and/or act on the application for citizenship of any individual regardless of their nation of origin. Any citizen who to take matters into their own hands and avoids the proper channels by inducting a non-citizen may be punished as per city disobedience laws.

  81. Note: A copy of the applications for citizenship, enemy status removal, and the Krondorian Oath of Citizenship will be maintained within the public Embassy files for viewing.
  82.  
  83. Those citizens who choose to abandon their Citizenship without informing the Ambassador's office or a member of Congress either in person or in writing of their reason, will be permanently banished and prevented from reclaiming their citizenship until such a time as (1) a fine of 15 gold sovereigns is paid to the crown and (2) any other requirements set by the Congress are met (to be determined on a case-by-case basis).
  84.  
  85. City Property
  86. -------------
  87. Destroying City property or assaulting locals within the City will not be tolerated. Shrines are included under this law, therefore any Shrine within the City is considered City property and should it be tampered with - there will be severe consequences.
  88.  
  89. City Shops*
  90. ----------
  91. Shops within the City are the property of Krondor and renting one from the City is a privilege and not a right. They provide income for the City and a means for individuals to sell their wares more efficiently while being provided with a large stockroom which prevents items from decaying. Therefore, all City shops will be leased according to the needs of Krondor and not the opinions of individuals.

  93. When a shop becomes available for rent, it will be announced in a City post. The shop will either be auctioned and leased to the highest bidder, if no auction is commenced then it will be leased out based on the decision of the Duke.
  94.  
  95. Comments and questions concerning shops should be directed to the Chancellor of Krondor.
  96.  
  97.  
  98. The following policies must be adhered to without exception, unless the Duke has declared otherwise.
  99.  
  100. Shop Taxes :
  101.  
  102. 1.) Taxes are set on all shops and provide income for the City.
  103. 2.) The Duke will set the tax amount due to be paid and it is non negotiable.
  104. 3.) Shop taxes must be paid by the end of a year, if more than three months worth of taxes are still owed by that time, the shop will be confiscated and the wares seized until taxes are paid.
  105. 4.) If a Shop Manager needs to leave Krondor for a set period of time for personal reasons like Travel, then the Chancellor/Exchequer or Duke must be informed and an estimated time of return must be provided. This provides exemption from 3.
  106.  
  107. Shop Management :
  108.  
  109. Ownership of a shop may not be permanently transferred to another person without the approval of the Chancellor/Exchequer or Duke.
  110.  
  111. 1.) Shop Managers are required to keep their shop well stocked. As a minimum, shop owners are expected to maintain a supply of 20 items from one or more of the following basic categories: food, clothing, weapons, armor, poisons, accessories, and tools.
  112. 2.) If a shop is not maintained in accordance with (a), the owner may be fined, or the shop may be confiscated and all items returned to the owner when the remaining taxes are paid. To account for the time and effort required to stock a shop after a buyout, a shop is judged in breach of (a) only if it falls below the 20 item requirement for longer than a season.
  113. 3.) Shop owners may sell their wares at whatever rates they desire, though rates consistently judged egregious by the Congress constitutes grounds for revocation of the shop's lease.
  114. 4.) It is permitted for a Shop Manager to transfer a shop for a duration of six months to a person of their choice if they have need to be out of the City for personal reasons. The Chancellor or Exchequer must be informed and should six months pass and the original owner has not reclaimed the Shop, it will be confiscated and all items returned upon payment of remaining taxes.

  116. Shop Security :
  117.  
  118. Shop Managers may request guards placed in their shops for a fee of 1 gold per guard a year.
  119.  
  120. 1.) Keep taxes paid to make it harder for thieves to steal from your shops.
  121. 2.) If a Shop has been compromised, the City will punish the perpetrator but will not compensate for any losses.
  122. 3.) Guards are a privilege and not a right. A request may be made to the Chancellor/Exchequer for Guards to be placed at a shop for a fee. That fee must be deposited to Krondor at the start of every year and the Chancellor/Exchequer must be notified of it. Should the fees not be paid, the Guards will be removed permanently and a fine of 5 gold will be charged to the Shop Manager.

  125. The above policies may change at anytime therefore it would be wise to read this scroll often. All Shop Managers are required to know these policies and no excuses will be accepted.
  126.  
  127. Disobedience*
  128. ------------
  129. 1.) No citizen of Krondor may disobey a member of Congress or openly show disrespect.
  130.  
  131. 2.) No citizen of Krondor may question the action of a Baron. They are to contact the Duke if displeased or contest that Baron.
  132.  
  133. 3.) Disregarding the above will lead to banishment.
  134.  
  135. Embassy International Law*
  136. -------------------------
  137. 1.) All citizens are expected to make themselves acquainted with any and all current treaties and international agreements, and abide by the rules contained within.
  138.  
  139. 2.) Visitors to Krondor are expected to follow the laws of the city without question. Once a visitor sets foot within Krondorian territory they are under the jurisdiction of Krondorian law, and the Sheriff's department. While a visitor may request their own Ambassador or ruling body appeal to the Embassy in his/her behalf, the lifting of any punishment issued by Krondor as a result of breaking city law is to be ultimately determined by the Duke and is in no way guaranteed or to be expected.

  141. 3.) Any citizen visiting an allied city will abide by their laws while within the boundaries of said city. This includes laws which may prohibit visitation. Citizens are expected to make themselves aware of local laws before visiting to avoid any international incidents that may ensue out of ignorance. While a citizen may request the Embassy to appeal in their behalf in accordance with the
  142. policies of that cities laws, the lifting of any punishment issued by an allied city due to the breaking of their laws is in no way guaranteed or to be expected.
  143.  
  144. 4.) In times of emergency or requiring meeting for diplomatic purposes, the Ambassador, aides to the Embassy, or members of Congress have the right to call for temporary amnesty so that such may be carried out without incident in a neutral location. Failure to abide by such an amnesty may result in punishment as per city disobedience laws. In the absence of such a declaration, city enemies are afforded none of the rights granted citizens or allies. In the case of an enemy or enemies who are citizens of a city with which we hold a treaty, the Embassy and or Congress may however put restrictions on the persecution of said person/persons in the interest of preserving international interests.

  146. 5.) On matters that occur outside city walls, the Ambassador has full authority to deal with those incidents according to the above laws. If there is not set law dealing with a specific issue, then the Ambassador will speak with the Chancellor or those who represent him/her and come to a solution, but none save the Ambassador and his or her aides will make contact, unless none are vailable, in which case a member of Congress may act in the Ambassador's stead. If the Chancellor or aides are absent, the Ambassador may seek aid directly from Congress or speak of it in the society specifically for the Ministries of Krondor. Krondor's Ambassador will contact the Ambassador of the city in question, or if he/she is absent, another official of the city regarding the matter. If an official of another city contacts Krondor, they will be directed to the Ambassador, or if he/she is not available, his/her aides, or finally a member of Congress.
  147.  
  148. Engagement Rules*
  149. ----------------
  150. 1.) Shouting during open combat is prohibited. No exceptions. No responses, no requests, no questions. No shouting, period.
  151.  
  152. 2.) All mounts and pets, even enemy ones, are to be reasonably protected during active conflict. Should mounts be used in a tactical manner (for example, to avoid being pulled into the garrison at Hush), those mounts will be considered enemy combatants instead. Additionally, 'borrowing' mounts during engagements is permissible, with the caveat that they should be returned within the following day. This is to permit the removal of, for example, a quick means to return to the fight, without inciting the animosity often garnered from more violent solutions. Keep in mind that the city's STABLE estate is open-air, and enemy mounts can be ridden in for safekeeping. Mounts left in warzones for a day after the end of conflict become fair game once more.
  153.  
  154. 3.) Violent reciprocation against defenders is prohibited. If we stage a sanctioned raid on Sar-Sargoth, or besiege their holdings or villages, those who come to defend are not to be harassed, hunted down, to hounded after the engagement ends. It is allowed to chase them down the highway should they flee. The purpose of this restriction is to protect the youth and those who conduct themselves with reasonable dignity from being unfairly pursued simply for learning and participating, not to protect them during the encounter.
  155.  
  156. Forgiveness*
  157. -----------
  158. When a citizen is in good standing with the city, he or she has the possibility of gradually having strikes forgiven. This is designed to provide concrete goals for those with strikes to work toward as well as a system of objectivity and accountability.
  159.  
  160. GOOD STANDING
  161. \"Good standing\" with the city means that all fines for previous crimes have been paid and all banishments for previous crimes have been served. If you are in doubt about your standing, contact representatives of the Sherriff's office (for banishments) and the Chancellor's office (for fines).
  162.  
  163. FORGIVENESS
  164. Strikes are forgiven as follows:
  165. 1.) One consecutive year of good standing per menial strike
  166. 2.) Three consecutive years of good standing per felony strike
  167.  
  168. The forgiveness timers for both categories work simultaneously. For example, four consecutive years of good behavior by a citizen in good standing would result in the forgiveness of four menial strikes (at one year each) and one felony strike.
  169.  
  170. Committing ANY crime during this time immediately resets the forgiveness counters for both categories to zero. For example, if you are two and a half years toward forgiveness of a felony strike, and you commit a menial strike, you will need to begin the felony forgiveness time all over.
  171.  
  172. Guests*
  173. ------
  174. All citizens will treat guests hospitably, in so much as :
  175.  
  176. 1.) You will treat a guest with respect.
  177. 2.) You will not harm a guest.
  178. 3.) You will not purposefully goad a guest into attacking you.
  179.  
  180. Those guests found in breach of Krondor's laws will be banished from the city, but citizens are expected to remain cordial with those permitted within our walls.

  184. Harassment
  185. ----------
  186. Maintaining order and harmony amongst the citizenry of Krondor is among the highest of priorities. Without order and harmony, citizens can devolve into rivalry, anger, hatred, and harassment, preventing the unity needed to continue the strength of the Kingdom.
  187. Harassment among citizens can come in many forms, in many ways. The most prevalent forms of harassment are emotional and physical. Emotional harassment can come from anything from verbal harassment, to mental control and emotional abuse. The physical is the more obvious, and is anything that results in the physical harm of another citizen.
  188.  
  189. Attacking the property of another citizen - such as a pet - is considered harassment (see also CHELP LAWS MOUNTS and CHELP LAWS MAGICLAWS for additional details on mounts and demonic thralls).
  190. Harassment between citizens will be dealt with according to reports from witnesses and any offended or offending party. Verbal harassment of any kind should be reported, and investigated. The first offense will result in a warning, and any continued verbal abuse shall result in more severe punishments decided by the Sheriff or Congress, and dealt out accordingly.
  191. Physical abuse is an even more serious offense. Physical harassment that results in the unwanted, or non-consented pain of a fellow citizen shall result in swift action by the Sheriff. Non-consented death of a fellow citizen shall be investigated. As with verbal harassment, any and all instances shall be reported and investigated, with punishments dealt accordingly. As maintaining order and harmony is high priority, citizens are implored to act politely, respectfully, courteously, and generously to their fellow citizens.

  193. Assault involving a member of the Congress - either as the victim or the perpetrator - is concerned an especially serious offense.
  194.  
  195. Logs
  196. ----
  197. The city logs are a temporary archive of daily occurrences, minor announcements, and brief descriptions of current issues. Posting to the logs is a privilege of senior members of the Krondor. It is not a forum for personal views, justifications, or debates (such discussions should be posted to the city news board).
  198.  
  199. Those found misusing their privilege of writing to the city logs will receive at minimum a Congressional disfavor.
  200.  
  201. Magic Laws*
  202. ----------
  203. Rifts to and from Krondor are only permitted at the following locations:
  204.  
  205. 1.) Main Gates of Krondor
  206. 2.) Merchant's Gate of Krondor
  207. 3.) East Gate of Krondor
  208.  
  209. The reason for this is restriction is the need for a defense in depths at each entry point into the city with multiple placements of constables in adjecent rooms. Therefore, it is not enough that the rift room contains constables.
  210.  
  211. At times of a siege, a mage entering the city by rift is responsible for closing the exit with an icewall till the rift unravels and the city gates can be closed normally.
  212.  
  213. Note that these rifts will be closely monitored by the Enclave, and any found to abuse the use of these locations may be punished, including having the privilege of their use revoked.
  214.  
  215. Demonology:
  216. The summoning and pacting of demons is strictly forbidden within Krondor's walls, except in special cases as judged by the Enclave.
  217.  
  218. Pacted thralls are frowned upon, but not forbidden, within Krondor. No demon is allowed to remain within the City without the constant and physical supervision of the Warlock. Unsupervised demons may be slaughtered, and anyone found to abuse the privilege of keeping a pacted thrall at their side within Krondor may be punished.
  219.  
  220. Mounts*
  221. ------
  222. CITIZEN AND ALLY MOUNTS
  223. Pets and mounts may not be left to roam the streets of Krondor. While it is understandable that a pet or mount may, of necessity, be left in a public place for brief periods, these periods should not exceed one week at most.
  224.  
  225. Citizen and ally mounts left on Krondor's streets should be moved to Swifthoof Stables, located among Krondor's estates.
  226.  
  227. Pets or mounts left in Krondor for more than one year shall be considered property of the City of Krondor. This means that any member of Congress shall have the right to seize, move, sell, or otherwise remove the animal from Krondor's streets at his or her discretion.
  228.  
  229. ENEMY MOUNTS
  230. Untended mounts belonging to enemies of Krondor may be dealt with according to the wishes of the citizen who finds them. If a citizen takes an enemy mount back to Krondor, they are considered the de facto owner of the mount, and no other citizen has the authority to move, kill, release, or negotiate for the release of the mount. The citizen who returned the mount forfeits this right as soon as they leave the presence of the mount for more than a moment, and any other citizen may treat it as they wish.

  232. Murder*
  233. ------
  234. The City of Krondor is a safe haven for all its citizens AND allies. Should a citizen or ally decide to ignore this truth and kill another citizen, they will be immediately banished and the matter will be decided upon by Congress or the Duke. Do not expect leniency.
  235.  
  236. Murder involving a member of the Congress - either as the victim or the perpetrator - is concerned an especially grievous offense.
  237.  
  238. An ally is defined to be any member of an allied nation, as well as any person without citizenship who is noted in CHELP EMBASSY ALLIES.
  239.  
  240. See also CHELP LAWS ALLIES - members of allied nations are extended this protection at all times, not only while within Krondor.
  241.  
  242. Those persons who lack citizenship and are not enemies of the crown are permitted entry into Krondor, and should be treated with respect. Instances where one of these guests is slain within Krondor's walls will be evaluated on a case-by-case basis.
  243.  
  244. Plants*
  245. ------
  246. Please note that by baronal decree, stripharvesting in the areas east of Krondor is considered illegal.
  247.  
  248. Skill Usage*
  249. -----------
  250. Note: Each violation of these laws regarding skill usage will count as one menial strike against the offender.
  251.  
  252. Please refrain from using harmful abilities within the city limits, with the obvious exceptions of spar and raid defense. When employing potentially harmful abilities, ensure the target is receptive or that your usage is in some way beneficial (for example, 'goofing off' among amiable friends, or commanding or compelling someone to eat if they have neglected to feed themselves).

  254. You may NOT use skills or spells that affect an area such as infernos, supernovas, floods, or earthquakes outside of spars or city defense, as it is not feasibly possible to be entirely certain these will never cause harm to citizens. City officials (aides, ministers, and congressional representatives) may give situational approval, such as allowing demonstrations for training purposes, entertainment, or other circumstance.

  256. Be particularly mindful of the area in and around Princess Anita Square, which serves as both a central meeting point and a location where novices and new serfs often frequent. Keep in mind that these uninitiated individuals may lack basic defenses, like the ability to swim fluidly without drowning, or to employ their inner focus. In addition to this, please exercise extreme tolerance at Anita Square. All citizens are entitled to feel safe in their homes, and this location more than any other in the city is their home. If asked to cease using a skill or ability, such as illusions or some form of stealth, politely do so, or take it elsewhere.
  257.  
  258. While Krondorian citizens may hide in Princess Anita Square unless asked to stop, as outlined above, non-citizen visitors to Krondor are asked to remain visible while in Princess Anita Square.
  259.  
  260. Pacted thralls are frowned upon, but not forbidden, within Krondor. No demon is allowed to remain within the City without the constant and physical supervision of the Warlock. Unsupervised demons may be slaughtered, and anyone found to abuse the privilege of keeping a pacted thrall at their side within Krondor may be punished.
  261.  
  262. Most graffiti and piked heads are not permitted in Krondor. Acceptable graffiti would include a message posted by a shop owner or his/her designate within the shop, to mention a special deal or the like, or some other importance notice posted by a city official.
  263.  
  264. Stardock*
  265. --------
  266.  
  267. Fighting for the Benefit of Home
  268. ---------------------------------
  269. All Krondorian members of Stardock, regardless of their ranking or inclusion in any faction of the Academy, will be permitted to engage in combat for the benefit of their home. This includes, but is not limited to:
  270. 1.) Defense of the city of Krondor, in event of an attack of any kind
  271. 2.) Battle over a siege ground such as Highcastle or Veilgarden, regardless of who holds it
  272. 3.) Battle over contestable villages, regardless of who holds them
  273. 4.) Skirmishes in the defense of city, guild, and/or order mates
  274. 5.) Situations in which the individual must use self defense
  275.  
  276.  
  277. Non-Aggression Between Krondor and Stardock
  278. --------------------------------------------
  279. At all times possible, combat between the City of Krondor and Stardock Academy should be avoided. This includes both directly attacking a member of the opposite entity as well as engaging in any indirect actions which result in the harm or fatality of any such member.
  280.  
  281. In the event of a breach, wherein one individual of either the city of Krondor or of Stardock Academy attacks a member of the opposite, the victim reserves the right to both defend theirself and/or have an ally assist. Steps to ensure the safety of either organization may be taken within reason. The leadership of the offending entity should be contacted and a resolution sought. This resolution should be made available to the offended entity so as to foster better relations and feeling between the two organizations. Should the offending entity refuse to take action on the matter or the action taken is not reasonably sufficient, the offended entity may take the matter into their own hands. This will be viewed as an act of justification, and not as an act of war.

  283. Should there be open fighting between the city of Krondor and Stardock Academy, any Krondorians who are currently attending the Academy will have the option to remain neutral and will suffer no consequences from either side for refraining from fighting.

  285. Temples
  286. -------
  287. The Temples of Krondor society is fully recognized by Krondor and Congress.
  288.  
  289. The Temples consist of Priests and lead by the Temple Advisor. The Temple Advisor is selected by Congress based on which Divine is chosen as Patron of Krondor. They provide laws relating to the use of Divine skills and shrines in Krondor and anything Divine.

  291. The Temples, in cooperation with the Chancellor, will provide and maintain a City scroll, CHELP LAWS TEMPLESLAWS, which will contain the laws they create in order to keep citizens informed.
  292.  
  293. Temple Law*
  294. ----------
  295. Within this scroll are the current laws regarding the Temples of Krondor.
  296.  
  297. 1.) All Orders are permitted within the city of Krondor, provided that their practices do not contravene the civil laws of the Kingdom.
  298. 2.) All Orders containing members with Krondorian citizenship shall be allowed a single shrine within the city. This shrine is to be located within the Temple of that God within the Temple District, unless there is no temple within the city, or that temple is the location of a shrine of another sect. In this case, the Temple Advisor may authorise another location for the erection of a shrine.
  299. 3.) These shrines are inviolate, and shall not be defiled by any citizen of Krondor.
  300.  
  301. 4.) For reasons of city security, no shrine of any Order is permitted within twenty-five steps of any city gate or entrance. This excludes all shrines raised within the city walls.
  302.  
  303. 5.) If an Order exists for which no priests are members, another may represent their Order within the Temple society, meaning that every Order containing Krondorian citizens should have at least one Representative member.
  304. 6.) All disagreements between Orders pertaining to Krondor are to be brought before the Temple Advisor, except in the case that the Order of the Temple Advisor is involved in the dispute, in which case an uninvolved Order Representative will arbitrate.
  305.  
  306. 7.) Infernos shall not be raised within the walls of Krondor, excepting under extenuating circumstances involving attacks upon the city.
  307. 8.) Vampirism is forbidden. See CHELP LAWS VAMPIRISM.

  309. 9.) It is forbidden to convert denizens while in Krondor without the advance permission of everyone present. In addition to this, it is forbidden to convert denizens at Princess Anita Square at all. This is intended to decrease the confusion caused by mass conversion and to mitigate the strain it may have on citizens and guests.
  310.  
  311. Theft**
  312. -----
  313. Theft is considered a menial offense in Krondor and will be punished with a fine and/or banishment. This is left to the Sheriff's discretion, unless Congress decides to intervene.

  315. Treason*
  316. -------
  317. Treasonous acts will not be tolerated in Krondor and the offender will be removed from the city. The punishment for treason is exile and enemy status. A fine may also be imposed, depending on the circumstances.

  319. Many acts of treason could be defined by common logic. For the sake of clarity, though, we will provide examples that do and do not qualify as treason.

  321. Note: these are examples only, not an exhaustive list of treasonous behaviors. These are designed only to provide an idea of what sorts of behavior constitute treason. The fact that something is absent from the list of examples does not mean that it is not treason.

  323. In exceptional circumstances, permission may be granted for a Krondorian to behave in a way that would otherwise be considered treasonous. This requires the advance written permission of either the Duke/Duchess or at least three Barons. A public news post to the city of Krondor must be made before the treasonous act occurs, with following posts from each Baron who gives permission. If these steps are not followed, the act will be considered treason.

  325. Examples of treasonous behavior:
  326.  
  327. Conducting a transaction that involves putting something that can be used in combat into enemy hands. For example, selling weapons, poisons, shields, armor, or similar items to an enemy.
  328.  
  329. Distributing vital intelligence to our enemies. Examples include the positions or movements of our forces, our battle strategies or tactics, or information pertaining to our defenses.
  330.  
  331. Deliberately sabotaging Kingdom defense or war efforts, such as by providing misleading information, omitting information, or warning enemy forces of an impending strike.
  332.  
  333. Deliberately sabotaging Congress-sanctioned alliances or treaties. For example, inciting unrest, promoting distrust, or behaving disrespectfully or belligerently in such a way as to endanger these alliances or treaties.
  334.  
  335. Unnecessarily and repeatedly associating with enemies.
  336.  
  337. Scrying a Krondorian citizen to assist or inform an enemy, or upon an enemy's request.
  338.  
  339. Examples of non-treasonous behavior:
  340.  
  341. Conducting a mutually beneficial transaction that does not harm the city of Krondor and/or its citizens in any way is not treason. An example of this might be buying, selling, or exchanging heirloom pieces, pets, or collectible items.
  342.  
  343. Providing personal aid to a Sar-Sargothian novice shall -not- be considered treasonous behavior, as long as this aid is entirely personal to the novice and does not threaten the city of Krondor. For example, providing a Sar-Sargothian novice with clothing, food, drink, or similar necessities shall not constitute treason.

  345. Vampirism
  346. ---------
  347. Vampirism is forbidden within the city, unconditionally and with no exceptions. It is never acceptable to be a vampire, to promote vampirism, to deliberately infect others, to accept an offer of vampirism, to aid a vampire in any way, to fail to report a case of vampirism within the city, or to encourage or support vampirism is any other way, at all, ever.

  349. Known vampires can and will be immediately banished, and -then- dealt with, either via exile or voluntary purging. There are no exceptions or qualifications.

  353. Warps*
  354. -----
  355. 1.) Anyone that slices open a rift will be held responsible for any damage done by the wyrm(s)
  356. 2.) Malicious warpslicing may be prosecuted as manslaughter
  357. 3.) It is generally forbidden to open warps within Krondor
  358.  
  359. The Arcanist Enclave may give permission for warps to be opened, but it should be ensured that there is a group sufficient to handle a large number of wyrms. The area of the warp must be evacuated ahead of time with announcements given to the entire city before a warp is sliced and again when it is cleared.
