  12. How does Civil Protection work in HL2? How does it work on the server?
  13. The Universal Union's police forces,Civil Protection,is made of ordinary citizens who enlisted to Civil Protection because of their wish to be granted privileges,or simply because they have sympathy towards the Union.
  14.
  15. Civil Protection units are seperated by ranks, being 00-25-50-75-100 and the RL.These ranks are gained by acquisition of 50 sterilized credits of the specific unit. These ranks do not give any superiority over the other units, unless the unit in question is leading a protection team.Rank leaders do have some superiority over the other units, and they are usually the Team Leader of the patrol teams (usually, there might be exceptions).Other than all these, higher ranks enable you to access better equipment,00's are only issued a baton,25's are issued a USP-M pistol,75's are issued a MP7,and units get to access privileges previously unaccessable to them.(more self/familial amelioratory rewards)
  16.
  17. As part of the privileges of Civil Protection, their standart meals include rich foods such as meat, pastas, wholemeal breads. What's in these foods are important, the anti-fatigue drugs.Anti-fatigue drugs are chemicals designed to help the unit stay awake longer, turning a typical 4-hour shift to 16-hour shift.
  18.
  19. Another important thing in a CP unit's life is sterilized credits. These sterilized credits are awarded to the CP unit, and they may be used to gain rewards or rank points,"Programme Redemptions".These rewards may be gained by requesting withdrawal of sterilized credits (or rank points depending on the type of programme redemption). The unit can use these points gain rank points or additional privileges.
  20.
  21. Protection-team members maintain socio-stabilty in the area they are assigned, either following patrol routes or going back and forth through randomized patterns.(These methods are defined by the team leader.)
  22.
  23. CP units may be given a small break time of 20-30 minutes to enact a "regeneration" or "revitalization" period.During this time, the units are permitted to most of any article of clothing, they are permitted to "exercise" or do whatever means of preparation before going back to duty.
  24.
  25. Important part of the CP unit's life, and whole City 17's life in general, are the re-educations.
  26. Re-educations,alternatively called "pacification" are simply beatings issued to malcompliant citizens. This is done to prevent further violations committed by the designated individual. At randomized intervals,Overwatch might issue CP units to re-educate a individual,no matter of any violations done by the individual or not, this is done to ensure psychological control on the designated person.CP units are permitted, and encouraged,to use whatever local means available to them to deliver a sufficent verdict, these "local means" might range from a chair next to the unit,or his/her fists.
  27.
  28. Remember that any methods considered unorthodox by previous modern-day standards are mostly accepted as long as they don’t include something that requires too much effort or is overly sadistic to appear as a form of torture rather than the delivery of justice.
  29. -SOCIAL PROTECTION FUNCTIONARY COMPEDIUM
  30.
  31. CP units use communication codes and special terminology when using the radio.Nonchalant radio usage is punishable, and basic chatter is to remain localized between protectors.Protectors are ought to use a simple yet complex vocabulary and radio codes while communicating over a radio.
  32.
  33. In general,Civil Protection maintains and guards the stabilty of the society, enforcing the Union's rules.
  34.
  35.
  36. What purpose does Civil Protection serve in a governmental manner? How are these purposes fulfilled in Half-Life 2? In the server?
  37.
  38. Civil Protection is the police force of the Universal Union. They generate constant fear over the society, using re-educations and such, and they keep the stabilty guarded, and society in check.
  39.
  40. In Half-Life 2,they act as the basic city guard and Gordon Freeman's most basic enemy, armed with light weaponry. Before the events of Half-Life 2,they used to guard the City 17 and suppress citizens both physically and mentally to collaboration with the Universal Union.
  41.
  42. HL2RP takes place before the events of HL2,and so the Civil Protection keeps what they are doing. They suppress the city, generating and using fear, guarding Socio-Stabilty,and restoring it if they have to.(Although for big events,Overwatch Transhuman Arm is called to deal with the situation, instead of Civil Protection)
  43.
  44. Also, unlike Overwatch Transhuman Arm,Civil Protection units are not transhumans, they are not augmented and they are still normal citizens in uniform.(other than memory wipes)
  45.
  46. What kind of roleplay do you expect to find in the Civil Protection and/or be willing to perform in the CP?
  47. I'm expecting lots and lots of passive roleplay in Civil Protection life, although fast-paced events such as shootouts are present in the Civil Protection.
  48.
  49. I want to be a CP unit because I find its Passive-RP very fun.And I'm willing to perform passive roleplay and fast-roleplay if scenarios for that ever come to me.
  50.
  51. Explain what you think/know a robocop is, and why it is good/bad and how you will react to this phenomenon:
  52.
  53. A robocop shows no emotions, coldly amputating a civilian, not interacting in any humanful way and doing such actions.
  54.
  55. I think robocops can exist, since a unit might be through harsh experiences or memory wipes,he/she may have lost his/her family member because of something he/she done and he/she now acts to civilians very cold as result.I think robocops can actually exist, but only with very developed characters that have been through worse of the worse.
  56.
  57. Why should you be entrusted with a whitelist as important as this?
  58. I'm not type of guy that would abuse a whitelist like this,if I wanted to violate some of the rules,I can easily do so with a civilian character and I would not write this much text at all.I do not have any bans, only attempted a minor item transfer.(only attempted) After that SlothMachine warned me,that caused my application to get delayed two weeks, and I never broke rules after that.
  59.
  60. How does the Universal Union work in a governmental manner in HL2?
  61. Universal Union sprawls across multiple planets and incorporates many species in it.Not much is known about who leads it,how many species they enslaved, how many planets they own.
  62.
  63. One day, resonance cascade happened. This caused portal storms through the earth,Xen creatures came through these portals to the Earth.Battles raged across the Earth and humans withdrew to big cities, countryside got isolated. Some time later, combine forces exploited these portals to come to the Earth, fighting the already weakened humans and Xen creatures. They conquered the world in just Seven Hours, thus its called "Seven Hours War".
  64.
  65. They now established their superiority over the humans, they locked the humans in cities they named with numbers, and they are forbidding them to out to the countryside. They are draining Earth's natural sources.(dried beaches can be seen in HL2)
  66.
  67. As I said, not much is known about who leads it or what, but its known that cities are governed by administrators. These administrators govern the cities, they are guarded by Overwatch Transhuman Arm.
  68.
  69. Union's rules are enforced by Civil Protection units, which used to be citizens themselves.Civil Protection units do not get any augmentations,so they are not transhumans.
  70.
  71. Union seems to work in a government economy,as private sector is very limited. The Union is very Authoritarian, and such their rules are enforced, random re-educations are issued to keep the citizens in psychological control.
  72.
  73. How does the Dispatch Overvoice work via CP-based communication?
  74. Dispatch is a female voice that issues orders to the Civil Protection units via their radio.Dispatch's orders cannot be overridden by team-leaders.If Dispatch orders something, its law.
  75.
  76. Dispatch coordinates the CP units, assigning them their Protection Teams and sending them around if there's a problem that needs to be solved.
  77.
  78. What is the reasoning behind the prosecution of citizens behind closed doors?
  79. Univesal Union is still a state, not anarchy.A citizen seeing another citizen beaten up in the middle of the street can be angered and might want to rebel against the Union, not good.Administering re-educations in the middle of the street can anger the people watching it,and create sympathy for the beaten citizen, leading to lowering stabilty levels. The Civil Protection does not want to break the stabilty they are trying to protect.
  80.
  81. However,if a citizen acts purely in a malignant manner, their charges my be enacted on the spot by the CP unit to set an example.Making a scene is not necessary however, and can put the unit's social status in danger.
  82.
  83. As above, describe the reasoning behind witness sterilization.
  84.
  85. As explained above, the citizens seeing a unit getting shot by some rebels can make him think that Union is weak.Or he may see a malignant citizen getting shot or beaten by the units, making him think that Union is too baneful. And even worse,he can spread the word.To prevent those scenarios,Civil Protection units sterilizes the witnesses.
  86.
  87.
  88. A CP in your assigned protection-team has been libelled as 'autonomous' by Dispatch, and you've been ordered to carry out the revocation of his civil status. What do you do?
  89. Note : Dispatch wouldn't give this job to a 00 most likely,so I'm assuming I'm 25 in rank points. Also,If the guy I'm going to chase is a high rank like a 100 or 75,thats going to scare my character.I'm assuming autonomous unit is 25.
  90.
  91. I would report 10-4 to radio. Then I would look around for that unit,if I can't see him around I would radio " Requesting 10-20 information of the 10-25".After getting the information from Dispatch,I would go find my team leader,as my character would be scared to go alone (Although I might have went to the rogue alone if I had a higher rank and more experience).I would tell my team leader the situation, and I would ask for help. After that I would interlock to my protection team, and we would go to the autonomous CP,asking him to surrender. With several guns aimed at him,he would either try to resist which will result in him getting shot,or he would surrender.I would take my baton and hit him to the back of his head, knocking him down. After that I would drag him to a isolated area,I would report to the radio "Revoking civil status of autonomous unit, code 4"
  92. Then I would deservice the unit with my pistol.
  93.
  94.
  95. Someone requests that there is an armed individual located in areas of high anticivil activity. Do you ask Dispatch permission to respond? If yes, how?
  96.
  97. Area one = The location citizen reported me
  98.
  99. I would first inspect the citizen,as he might be lying, although if he is a high level loyalist or so,I might trust him.I would radio "Possible 647 with 94 in Area one, unit on standby.".Dispatch would consider the situation, and would possibly send some units to there.I would follow Dispatch's orders.
  100.
  101.
  102. You're conversing with a citizen when Dispatch says; 'YOURTAGLINE-9, cease 19 with 10-91d, avoid 99.' What do you do?
  103.
  104. I would immediately order the citizen to isolate. If he resists,I would say "You want a malcompliance verdict ? Isolate."If he keeps resisting,I would order him to come with me.If he doesn't resist,I would go to a isolated area with citizen, warn him about Civil Intrusion,I would give him 2 verdict points and re educate him.If he keeps resisting,I would knock him down with a baton hit to back of his head,I would drag him to a isolated area. And I would report to radio "Administering terminal verdict, judgement tags :19,148,507.Verdict given: Amputation.Prosecuting.Code 4".And I would amputate him, either armed if I have a pistol or unarmed If I don't have one.
  105.
  106.
  107. Awaiting your designation to a given patrol-team by Dispatch, a blueshirted citizen decidedly approaches you and says, 'Hello officer, how do you do?' How do you respond to this?
  108. Note : This scenario again depends on my rank and my experience,I'm assuming I'm 25 and I have some experience,so I'm bit cold against citizens now.
  109.
  110. I would order the citizen to maintain socio-distance if he gets too close, and I would tell him to isolate. If he doesn't,I would order him to follow me,I would bring him to a isolated area,I would give him 6 verdict points and I would report to the radio "Administering terminal verdict to 647 for 19 and 507.Verdict given : Re-Education.Prosecuting,Code 4".Then I would re-educate him with my baton. After that I would drop him to a street corner, returning to my duties.
  111.
  112. Having been assigned to remain at a city-based checkpoint with a few other armed units (likewise yourself), one individual armed with an MP7 and a typical rebel uniform opens fire on your position. What do you do to try to apprehend him?
  113. Note : Yet again I'm assuming I'm 25,as its like the middle ground.
  114.
  115. I would panic a bit and immediately take cover. After recovering,I would report to radio "ADW carried by one 647 towards Hardpoint,10-98".Then I would try to return fire with pistol (Iff he did so my character would be too scared to do anything). After, hopefully, taking the armed individual down,I would report to radio "Situation stabilized,647 down, units on standby, code 100 and 4,status code : green." Then I would await further orders, and carry the body if our team leader tells me to do so.
  116.
  117.
  118.
  119. On your first day as a CP, a lone citizen runs up to you with a weapon in his hand - a stunstick that he had taken from another unit. He'd attempt to hit you; how do you respond to this?
  120.
  121. Its not possible to write this part perfectly as we don't know how will the citizen respond,I'm assuming he is playing to lose.
  122.
  123. I would get hit and I would be hurt since my soft body armor doesn't provide much protection against kinetic energy (unless he hits my helmet, which can absorb some of the hit).Either way,I would recover quickly and draw up my own baton, attempting to hit the citizen's head (Meanwhile this fight,I would try to tell 11-99 to dispatch if I have the chance).I would probably succeed, and I would drag the citizen to a isolated area.I would report "Administering terminal verdict to 647 for 94 and 243.Amputating from civil body. And I would amputate the civilian, either armed or unarmed.
  124.
  125.
  126. After having been called to a given location by Dispatch, you come across a single blueshirted individual who's been chosen for a random re-education. As you try to apprehend him, the man resists your attempts to tie and restrain him by turning around in an attempt to punch you in the face.
  127. What's your reaction?
  128.
  129.
  130. I would get hit as I would not expect it,but my helmet would absorb the hit.I would then draw my baton and attempt hit the man's head. After doing so,I would drag him to a isolated area,I would report to radio "Administering terminal verdict to 647.Verdict given : Amputation.Judgement tags :148,243."Prosecuting,code 4".And I would amputate the citizen.
  131.
  132. [MISCELLANEOUS]
  133. Have you read all Civil Protection related guidelines available to you on the forums? Will you read them on a constant basis, so as to ensure that you're doing the best you can if whitelisted?
  134. Yes,I always read CP guides, and I used them while writing this application.I have been trying to get into Civil Protection force for almost three weeks now,so I started to memorize the codes and CP information in general.
  135.
  136. I also keep important guides open in steam background while playing HL2RP.
  137.
  138.
  139. How long have you been roleplaying? Sum up your experience.
  140.
  141. I have been roleplaying for a long time now, first in a serious SA-MP server in around 2009.I have been playing with lemonpunch for one month now,I have a vortigaunt and a citizen.I have been having fun playing with them, and I always wanted to be a CP officer since I started playing HL2RP.
  142.
  143. Have you had any experience roleplaying as a CP? If so, sum up such experience(s).
  144.
  145. No,this is my first try.
