Fixpack NEI permissions

NEI Permissions:
* nei.heal - Ability to heal and feed yourself with NEI
* nei.delete - Ability to delete items with NEI
* nei.rain - ability to change the weather with NEI
* nei.time - Ability to change the time with NEI
* nei.creative - Ability to switch gamemodes with NEI
* nei.save-state - Ability to use the save-states with NEI
* nei.enchant - Ability to enchant items with NEI (press x in your inventory)
* nei.magnet - Ability to enable magnet mode (items fly to you from great distance)
* nei.item - Ability to spawn items with NEI
* nei.notify.<feature> - Get notified when someone uses a nei feature
** nei.notify.clear - Get notified when someone clears his inventory with NEI (delete all button).
** nei.notify.gamemode - Get notified when someone changes his gamemode with NEI.
** nei.notify.magnet - Get notified when someone enables/disables magnet mode.
** nei.notify.heal - Get notified when someone heals himself with NEI.
** nei.notify.rain - Get notified when someone changes the weather with NEI (when it isn't broadcasted globally)
** nei.notify.time - Get notified when someone changes the time with NEI (when it isn't broadcasted globally)
** nei.notify.save-state - Get notified when someone uses a save-state and see which items he spawns. (spam warning)
** nei.notify.enchant - Get notified when someone (dis)enchants an item with NEI.
