SUMMARY

I'll try to simplify the COIL-making process according to my current understanding, and hopefully even the freshest of players [who are new to Smogon] can understand and participate. Now without any further ado, let's begin:

1) Before banning a Pokemon, Smogon hosts a Suspect Test. This special battle mode appears and disappears from the "Format" List on Pokemon showdown. If you enter a Suspect Test your performance will be kept separate from your original scores in the other tiers.
2) To participate in Smogon's decision making process. All you need to do is to perform well during Suspect Testing mode i.e. try to win a lot. Eventually you'll be able to take part in Smogon's decision making process (in regards to banning a Pokemon).
3) To hear the latest on when Smogon is hosting a Suspect Test, look no further than the "News" tab found on Pokemon Showdown. It has all the latest news and details regarding the future of Pokemon Showdown!

Hopefully that covers the basics and I hope to see many players taking part (~ too many dumb decisions made in the past -jk-).
