I don't remember where I got my own bootloader but it works. Default (no buttons pressed on boot) will load latest AuReiNand located in /aurei/arm9loaderhax.bin If you haven't updated aureinand I recommend grabbing the latest at https://github.com/AuroraWright/AuReiNand/releases Hold START on boot to load Decrypt9. From there enter the sysnand menu to dump your h&s (health & safety) app. Then follow this guide to inject FBI into the hs.app: https://gbatemp.net/threads/release-inject-any-app-into-health-safety-o3ds-n3ds-cfw-only.402236/ Then inject the modified hs app with Decrypt9. Boot aureinand and use the h&s FBI to install FBI.cia. Then you can inject the original h&s back once you have FBI installed.
