Conclusion: Training value costs 1.33333 per ship per 100 GEU cost. Based on this I predict the training cost of Frigate to be 5.33333 GEU per ship.

To train an army in full is 100 + Cost/100 x 1.3333 x 45.
To figure the cost of maintaining at finely-honed it is 10 + Cost/100 x 1.33333 x 7. For maintaining at well trained its 10 + cost/100 x 1.33333 x 5

Currently a discrepancy when getting to higher base powers. The +10 GEU seems to no longer occur but I cannot determine at what point this happens.

Training drops by 2 points every turn. Paying for training increases training level by 10 points. 0 training points causes a 0.30 modifier and 100 training points causes a 1.0 modifier. Each training point then equates to a 0.07% which is added on top of the 0.30 modifier.
