I first bought 150 refs for a friend of mine. It was more of a "test" than anything to check if he's legitimate. He did go offline for a bit, but came back online and got the 150 refs done. I was also offered compensation. This automatically makes him the best referral booster in my opinion. I have dealt with referral boosters who took too long, and didn't communicate with me (let alone compensate for delays).

After the initial 150 referrals test, I had planned to buy 600 referrals for my friends and I. Unfortunately my friends backed out, so I only bought 150 referrals. It is currently being done.

ISintom is the cheapest and nicest referrals booster I know of. While not exactly the fastest, I don't mind since I buy referrals before running out of RP.

Also a tracking system would be nice, so I don't have to ask for status updates every so often.
