Dossier: Permanent Fuckmeat Encasement (PFE)

Part of the controversial "Worse than Death"-punishment initiative, Permanent Fuckmeat Encasement (PFE) has been deemed excessively cruel and too wasteful; and was as such discontinued in the year [REDACTED]. It has been banned in all but 4 States on the Planet: [REDACTED], [REDACTED], [REDACTED] and [REDACTED].
After the initiative ended, the equipment used for the PFE-process was decomissioned or the kits converted to be used in the newer Autonomous Body Conversion initative. During this restructiring several kits have gone missing and have not been accounted for since then.
Two operational kits were found in the police raid of [REDACTED], suggesting that criminal elements are still using them to this day.
Officially, there currently are 987 known PFE-units still active to this day, and given the permanence of the punishment these units will most likely continue to operate indefinitely. 42 of those PFE-units have been recovered during police operations and are currently being serviced at [REDACTED]. Given that it is impossible to determine who those PFE-units were before being converted the state is in the precarious situation where they have to debate whether it is justified to let those PFE-units perish or not, because unlike the criminals sentenced to PFE-conversion these units might have been innocent at their time of being turned into PFE-units.
It is estimated that there are at least 2000 illegal PFE-units in operation today.

The goal of PFE-conversion is to permanently and indefinitely punish a criminal beyong any recovery, without giving them the possibility of ending the punishment early by either suicide, age, or complete mental shutdown.
As such a fully converted PFE-unit is equipped with a full range of modern sensor systems, both bound into a nanomesh-skin-interface and internal, surgical injection ports for applying stabilizing drugs and admistering nano-repair bots and a nervous interface.
Constant monitoring guarantuees that the PFE-unit is always fully aware of their situation and in best health. Advanced life-support systems regulate food-intake to optimal levels, manage the operation the PFE-unit's cicrulatory systems and slow down aging to level that is nearly non-existent.

PFE-conversion is an irreversible process.
The criminal first has all of their limbs amputated. After some recovery from this first surgical process, a nervous interface is installed by connecting directly into the prisoner's spinal tissue. Next, intravenous injection ports are inserted, a simple plug system that allows to connect various drugs dispensers. Depending on the routine intended for the PFE-units, tissue can be reinforced with subdermal nanoflex-stability-meshes. Most commonly utilized in dairy units to stabilize and support breast-tissue.
Each PFE-unit is equipped with a breathing tube to directly feed oxygen into the lungs of the prisoner and a feeding tube to supply nourishment. While the breathing tube directly passed into the air-tract of the PFE-unit, the feeding tube is only affixed to a feeding-ring inside the prisoner's mouth. The purpose behind this is to ensure feeding sludge can still be tasted by the PFE-unit, allowing the Warden to freely choose an appropiate punishment level. Since the PFE-unit cannot move, only liquid food can be fed into it. To prevent dental health issues and to further increase the suffering of the prisoner, all teeth are removed and the prisoner's gums sealed.
An anal plug is installed to allow for easy waste removal and insertion of suppostory drugs. The circumference of the plug is carefully calculated to be as big as possible, uncomfortably stretching the prisoner.
Similarly, an urethal tube is inserted for more waste removal. Furthermore, if present, the vaginal canal will also be stretched to its limits by an enlarged dildo, which can be activated to vibrate.
Various modifications depend on what the purpose of the PFE-unit is supposed to be. Suction cups can be installed to collect various fluids, sensory ports can be placed to allow for more advanced breaking techniques.
After plugging all holes, installing the nervous interface and installing the injection connectors, the prisoner is then coated with three layers of  nanoflex-mesh sensor and electrostimulant coating in order to create a flexible nanomesh-skin. This nanoparticles directly bind with the prisoner's skin, creating a permanent bond. The skin is capable of conducting electricity, which allows controlled, localized electro-stimulation of the prisoner and reading out advanced sensor-data.
With the flexible coating in place the prisoner can finally be encased in solid nanosteel. Nanosteel is one of the most durable alloys known to date. There is currently no known process that allows for the reshaping or removal of a nanosteel once is has cooled down, meaning that once a prisoner is encased in a layer of nanosteel, their will be permanently immobilized. Hot sheets of nanosteel are directly pressed onto the prisoner's rubberized skin, taking the shape of their skin and burning into it. In this last stage the final shape of the PFE-unit is determinted. A full encasement means only connecting tubes and data cables are exposed to the exterior worlds, leaving parts exposed on the other hand allows access to the soft tissue of the PFE-unit for certain applications. Using dairy-units as an example again, they often have their breasts exposed to allow them to expand for more productivity, breeder-units on the other hand need their belly exposed so they can accomodate the growth of their spawn.
Once the nanosteel-plating has cooled off, the PFE-conversion is considered completed. It is up to the Warden to use the mounting frame of the PFE-unit to affix her into the correct position and decide on which systems are to be utilized to ensure the PFE-unit's eternal suffering.
Every PFE-approved holding-cell is fully equipped with a sanity-preserving psychological monitoring system and the appropiate life-sustaining systems.

Addendum:
Bioreactor modification
During conversion, a PFE-unit can be fitted with a bioreactor. An unusually cruel punishment, even for an upcoming PFE-unit, where both the PFE-unit and the prisoner destined to become the bioreactor will be linked forever to suffer eternally.
The bioreactor procedure is based on the waste-minimization procedures employed in the prison-colonies of [REDACTED], where a bioreactor is nothing more than a prisoner who is being fed the waste of another prisoner in order to optimize feed-consumption while saving costs.
In context of a PFE-conversion this does not mean that two PFE-units are simply chained to each other's waste-exits, but instead another prisoner is selected to be a bioreactor, prepared to become a bioreactior and then inserted into the initial PFE-unit and then connected to the PFE-unit's output.
To prepare a bioreactor, a prisoner is selected who, based on stature, is deemed a good fit for conversion.
The bioreactor, similar to a PFE-conversion, is de-limbed, gets a nervous interface installed, receives injection ports, sensors, waste and feeding tubing, before being covered in a permanently affixed, flexible nanomesh-skin.
Before insterting the bioreactor, the PFE-unit's womb entrances are stretched to help with the insertion process. Additionally, the womb of the PFE-units is repeatedly inflated with increasing amounts of a special stretching fluid in order to expand the available space for the bioreactor and to prepare the tissue for insertion.
After enough preparation, the bioreactor gets lubed up and primed for insertion, during which its life-support systems are activated. The insertion is an extremely painful process for both PFE-unit and the bioreactor, even if done carefully.
Once the bioreactor has been fully inserted into the womb, the PFE-unit is sealed with a cable canal plug. The cable canal plug allows for all connectors of the bioreactor to lead out of the PFE-units vaginal canal while sealing it shut and allowing the womb to be filled with artificial uterine fluid to finalize the permanent fake pregnancy. The circumference of the cable canal plug far exceeds the circumference of a regular dildo insertion, to account for all the cables and tubes that have to lead through it aswell as the fact that the insertion process causes a wide dilation of the PFE-unit's vaginal entrance.
It is at this point that the bioreactor stops being recognized as an individual part and becomes just another component of the PFE-unit.
As the final step of the installation the waste-disposal connectors of the PFE-unit are connected to the intake connectors of the bioreactor, while the rest of the connectors are integrated into the overall PFE-monitoring and -drugging system.
