- first round of hydros: whiscash and gardevoir (also seaking with bad sp. atk)
- second round of hydros: dusclops, dusclops, cradily (maybe sharpedo with bad sp. atk)
- can afford 1 hydro pump miss
- if terrible phoebe, teach surf midway through e4
- glacia: set up to +2 on glalie. if light screen, need to stall 2 turns, so can wf+heal+wf OR go for +4 LS ranges with +sp. atk
- champ: want to x spec + hydro cradily unless +sp. atk (giga drain does ~55). other options:
	> x spec x2 (+8 seconds)
	> go for waterfall range (71% with 31 iv neutral; guaranteed with 16 iv +sp. atk)

ROUTE (high IV +sp. atk)
- first round of hydros: whiscash (but can WF and set up on sealeo)
- second round of hydros: second dusclops (can also skip x spec on champ and hydro cradily and metagross)
- gardevoir and first dusclops are either extremely favorable or guaranteed

ROUTE (low IV -sp. atk)
- first round of hydros: whiscash, seaking, gardevoir (also milotic if bad SW roll)
- second round of hydros: sharpedo, dusclops, dusclops (can also x spec once on champ and hydro cradily and metagross)

any point to delaying surf with med/high neutral?
- can hydro whiscash, but then almost certainly teaching surf later and thus losing inputs
