If the code from the top of the new grid image (?he.b;=d) is fed backwards through last weeks cipher and then the resulting string (v4io9e$a) is looked up one letter at a time on the composite .jpg of grid and 13311tower background image, it gives:

either:
I/T/HI/NK/BELL/BE/SK/ULL
I/C/HECK/THE/BELL/BE/SK/ULL
I/T/HI/NK/SE/BE/SK/ULL
or
I/C/heck/the/Se/BE/SK/ULL

or  (using all the different letters but arranged into two phrases):
I/T/HI/NK/BELL/BE/SKULL  --  C/HECK/THE/SE

New 'Missing Link' image has + 2 seconds time difference shown + arrows at bottom have been moved - suggests to some that there is maybe hidden data in the border

From looking at the forensic editing history, the more recent image was actually the original file, which was edited to make the older version:
