bounty changes

Bounty plugin

this can be changed later :
- have it so that we can edit in the config for the Messages on broadcast.
- make it so that there's a time where their bounty will disappear if they're logged off for more than 21days.
- on /bounty check, make it so that it'll show who bounties them and how much that the player bounties them so they'll know who has the highest bounty placer on the target
- have a option where if the bounty placed is below a certain amount then it won't broadcast but if it's higher than a certain amount then it will. Let's say the $1000 is the minimum bounty and the configured option on the config is $50,000 and you have to place a bounty higher than $50,000 to be able to be broadcasted in the server or else it'll remain silent. (this is to reduce spam)
- add /bounty on, in bounty help. there's already bounty on command but not shown on the help
