It seems the purpose of Levine selectively RTing tweets is to ensure that his followers and other trolls are alerted to criticism on his behalf for the express purpose of ensuring his critics are harassed while "firewalling" himself from the harassing behavior. Note the following

Why Levine felt it necessary to amplify the message that Levine is beseiged by "shame[ful]" pointing out that Levine has mentioned @puellavulnerata over twice as much as any other Tor dev is perplexing, given that he himself felt no need to bring up whether I felt any shame over pointing out this criticism. As a journalist, it is Levine's prerogative to talk about individuals in the context of reporting, even if it is misleading or incorrect. Where Levine crosses the line is to incite users on Twitter to harass his critics by proxy. If Levine feels that criticism of his behavior is "shame[ful]" or feels like he has an axe to grind against his critics, then he should feel compelled to do so in his own words.
