1.

Mousing over corner portraits isn't to check their norma status; it's to check their stock effects. And their cosmetics setup if the feature I've proposed becomes enabled.
If you aren't checking for normas, either, then that's even less reasons to check. But a cosmetic shouldn't require to be "checked", it should be proudly displayed, and impossible to miss.
I find it surprising you'd have to check for norma status but can ignore everything else, since norma requirements are constant for all characters but it's stock effects that change all the time.

 3.

But Windy Enchantment has a temporary animation and it's easy to miss [...]
It has a clear-as-day sound too as it affects the MOV roll. Pretty hard to miss if you know it, it'll lead your eyes straight back to the screen if you where looking away.
It's not "clear-as-day"; it's merely the same "enhancement" sound that applies to a variety of other effects.

 5.

Prove to me that people "typically get" relatively few poses.
There's so many poses, and no chance to get the one you want if you're starting out fresh, it is unlikely they would bother knowing they can get hairs, fields, accessories, dice, pets, homes and God knows what else, all taking priority over poses. Assuming they even got the oranges for it (it's bloody expensive).
This is not proof; this is merely you applying your own way of thinking and presuming that everyone else does things the way you do.

 7.

On the other hand I regularly see a wide variety of poses in people's avatars.
Unfortunately, that does not guarantee they have a lot of poses, or how persistent they are in gathering them.
But they are evidence that people do know and care about poses, because otherwise they wouldn't gather them then apply them in their avatar.

 9. If people "typically get" very few poses they wouldn't be as prevalent all over the place in people's avatars.

 11.

There's a giant character select screen that people can see every time they pick a different character to play as.
Yes, but that's not amazingly helpful when you see a indistinguishable blob in-game, and try to compare it to that list, whereas right now, you see someone you like, check their card, and you can scan the list to see if you got em unlocked or check their DLC.
But they don't see "indistinguishable blobs" in-game; the characters have very clearly defined patterns. It's the same way players can still easily tell the TF2 classes apart despite the fact that there are tons and tons of customizations that can be added to them. And despite the fact that they need to emphasize a certain base color which isn't the case in 100% OJ! And there are no corner portraits to mouse over for enemies either! And sometimes all you do is see an enemy as a tiny set of polygons in the distance!

 13. Oh, also, players can't easily look up portrait images...but players can far more easily look up character names, which are displayed in the title position on unit cards; this does not change even if unit cards are used to display cosmetics. Also unchanged: Card borders and card border text, as well as rulestext.

 15.

It has mini-portraits of all characters, in their default appearances, plus mouse-over displays of unit cards.
Those portraits already could be extremely non-representative of the character due to accessories, if the same occurs to the player cards, that would make things very non-informative and difficult for the newbies.
For some reason you seem to assume that newbies are savants with photographic memories that check exact details of images but have neither the capability to detect patterns common between those images nor comprehension of words such as character names.

 17.

5 seconds is not a long time, and its timing isn't even controlled by the player.
No-one said it was, still guarantees more displays as it can't easily be missed, and even those unaware, unwilling or not needing of checking the player card menu will notice it. And it doesn't interfere with the informational function of player cards.
Those 5 seconds are easily missable simply by the fact that people have pre-saved decks which they can apply then walk away and get a drink or snack or use the bathroom or check their e-mail/chat or whatever.

 19. On the other hand, like I said the mouse over portraits are initiated by the player. The player is far more likely to be attentive to the screen when the player initiates the interaction.
