Baldur essentially has every Imperial skill maxed out. However, that's not the only thing unusual about his skill build. He also has a couple of skills at impossible levels, like so:

Drive Mastery: Level 10
Sharp Edge: Level 8
Impulse Edge: Level 8
Cool Edge: Level 8
Charge Edge: Level 8

Drive Mastery can only go up to level 8, while the Edge skills can only go up to 6 normally. This does actually change the effects somewhat than if they were at their proper levels.

Drive Mastery: Baldur's damage is boosted by 25% instead of 15% every time his Drive Blade overheats.
Sharp Edge: Costs 6 TP to cast instead of 10.
Impulse Edge: Absolutely no change.
Cool Edge: Deals 300% damage instead of 350% damage.
Charge Edge: Deals 300% damage instead of 350% damage.

Drive Mastery gives a much bigger boost, while Cool Edge and Charge Edge have a couple of small nerfs.
