Disguise Montelbaum's Mew as Kyou, stick in the conductor's cabin with pact beast guard and a fake skull. Possibly convince the Mew with our pact beast technicians, particularly Minoru.
Real Kyou is with our team, disguised as Noriko.
Noriko is the rail tracer.

Each of our group, minus Noriko, has a fake skull. Real skull is ????. Remaining fake skulls go into mail bags, which are thrown to the trucks as we pass, timed for shortly after DK is supposed to arrive. Is the real one in there? Maybe!

Real Kyou is listening for psychic disturbance while with us. Noriko is hiding somewhere on the outside of the train.

Cezar: Play on his culinary expertise to obtain vile smelling foods, tin them and place them aboard the train. ...Okay yeah I don't know, he has to be able to do something right? Maybe use those investigative powers of his to run interference and help obfuscate things in part 1 of Noriko's plans.

Scarlett: Ask her the ways she'd infiltrate the train with this setup, leave out ruse details.
