I'm already hosting bitcoin.it (the wiki). Running the forum too wouldn't be too difficult (and I got a spare server that could to exactly that) and I'd be able to put it behind prolexic to protect from ddos attacks (in fact I'm considering doing that with the wiki too).

    I can host emeregency index page for bitcointalk if it helps.

    Let me know if it is needed and HTML file to host, than I will set up
    a server on a separate IP. You point DNS to it.
    It all can take 15 mites or less to get it going. Once all is sorted
    you just point DNS to the usual place.
