The Klutoist Manifesto

The Klutoist Manifesto, founded on empiricism, technocracy, the scientific method, evolution and its integration into the political system.

The Klutoist Manifesto is designed to be fully dynamic and self-improving, nothing contained within it is absolute.

The Klutoist Manifesto would achieve this by creating an organisation designed to alter the manifesto so that it conforms scientific consensus and reality.

The founding pre-laws of a Klutoistic government;

 Governmental structure;
 *010* - A functional Klutoistic government needs both a highly dynamic and mildly dynamic components, to allow for evolution without loss of governmental stability.
 *010* *ABA* - The governments for pre-laws and laws must be distinct as to ensure that pre-laws are not influenced by the laws.
 *010* *ABA* *aba* - Laws need a solid foundation and basis on which to judge their merit by.
 *010* *ABA* *abb* - It is necessary to establish how accurate and important the foundations and basis of laws are.
 *010* *ABA* *abc* - It must be ensured that pre-laws are well discussed and thought, with any and all flaws being exposed.
 *010* *ABA* *abd* - It is necessary that pre-law not be warped by preconceived beliefs and opinions, while being judged by those with complete knowledge.
 *010* *ABA* *abe* - A body must exist to ensure that new pre-laws do not conflict with existing pre-laws and laws.
 *010* *ABA* *abf* - The outcome of trials must be solidly defined, such that its result is unquestionable.
 *010* *ACA* - A stream-lined organisation must exists with absolute power as to allow rapid and correct law making and changing.
 *010* *ACA* *aba* - This organisation must have as limited executive power as possible to prevent corruption.
 *010* *ACA* *abb* - The organisation must be able to rapidly produce the best laws for new and changing pre-laws.
 *010* *ACA* *abc* - The organisation must be able to deal with situations in which the best law cannot be determined.
 *010* *ADA* - The government requires a competitive public front to ensure that government can rapidly evolve and improve.
 *010* *ADA* *aba* - This front needs to deal with all interaction with citizens, as to provide the best possible service.
 *010* *ADA* *abb* - They need to have the power to ensure all taxes are collected and laws are implemented.
 *010* *ADA* *abc* - They must have minimal law-making power, except in situation where a law has yet to be provided for a pre-law.
 *010* *ADA* *abd* - They must be able to deal with emergency situations.
 *010* *AEA* - Governmentally organisation and bodies are often harmful monopolies.

 Foundation of law;
 *020* - laws need a standard to be judged by.
 *020* *ABA* - There needs to be a way of judging its effectiveness accurately and changing it rapidly.
 *020* *ACA* - pre-laws must also have a manner in which to judge them by.

 Basis of law;

 *030* *ACA* - There must be a limitation to governmental power in case of harm and corruption.

 *030* *AEA* - There needs to be a solid structure for allowing the most streamlined evolution of ideas.

 *100* *ADA* - Sharing a bed with another causes loss of sleep and increased divorce rates.

 *100* *AHA* - There must be little difference between civil partnership and marriage, while still respecting religious freedom.
 *100* *AIA* - The impact on families of polygamous marriage needs to be determined.

 Guardian pre-laws;
 *110* - The cost of rearing children, must have minimal effect on the government.
 *110* *AAX* - Children must not be spoilt.
 *110* *AAY* - The negative effects of being born in winter must be dealt with.
 *110* *AAZ* - Children must not be overly sheltered or too reliant on others.
 *110* *ABA* - Children must learn how to make mistakes and recover from them.
 *110* *ABM* - A sufficient reward-punishment system must be established to raise children with.
 *110* *ACA* - Children must begin education in a friendly environment.
 *110* *ADA* - It must be ensured children are raised by guardians best able to do so.
 *110* *AEA* - Children suffer from being raised by a single guardian.
 *110* *AFA* - Gender divisions are meaningless.

 Education pre-laws;
 *120* - Children don't benefit from early organized education.
 *120* *AAX* - large age gaps in educational groupings cause harm to students.
 *120* *AAY* - Parenting and varying circumstances can be a detriment to formal education.
 *120* *ABA* - People know little about objectivity and being humble.
 *120* *ACA* - People rarely know the scientific basis for morality and good behaviour.
 *120* *ADA* - People don't understand empiricism and the basis of Klutoism.
 *120* *AEA* - People must be ensured freedom of religion, while being protected from indoctrination.
 *120* *AFA* - People must have access to free further education or training.

 *130* *ACA* - People must experience both being destitute and prosperous.

 *130* *AEA* - Corporations can monopolize people by ensuring they only have access to their product/service.

 *130* *AFB* - Having an offensive military force is a drain on resources.
 *130* *AGA* - Conversations and other distraction slow down and endanger travel.
 *130* *AHA* - People with lots of power are easily corruptible.
 *130* *AIA* - People with only one language are subject to greater neurodegenerative disease.
 *130* *AJA* - Genital mutilation is pointless and based only in tradition.
 *130* *AKA* - Diseases are gaining resistance to antibiotics.
 *130* *ALA* - Gambling can be harmful to gamblers.
 *130* *AMA* - The unemployed are a drain on the economy, due to their lack of productivity.
 *130* *AXA* - Many materials are not cost-effective or energy efficient to recycle.
 *130* *AYA* - The high biodegradability of some materials means dangerous pollutants are being released into the atmosphere before they reach treatment facilities.

 Community pre-laws;
 *140* - People and law are easier to maintain in urban environments.
 *140* *ABA* - It needs to be ensured that people are constantly in highly social environments.
 *140* *ACA* - People need access to healthful food and balanced diets.
 *140* *ADA* - Eating alone causes increased consumption.

 Public pre-laws;

 *150* *ACA* - Lack of trees promote criminal behaviour.
 *150* *ADA* - Private transport is a major cause of injury.
 *150* *AEA* - Many sanitary surfaces aren't.

 *150* *AGA* - Dim lighting promote criminal behaviour.
 *150* *AHA* - Non-standardisation of driving laws cause unnecessary costs.
 *150* *AHB* - Crossing oncoming traffic is a major cause of accidents and waste of time.

 *150* *AHZ* - Roadside features are distractions, and unnecessary for any properly trained drivers.

 *300* *ABA* - The cause of criminal behaviour, isn't seen as being more important than the behaviour itself.
 *300* *ABB* - Little effort is put into reforming criminal compared to punishing them.
 *300* *ABC* - It needs made all criminals are reformed.
 *300* *ABD* - And that potential criminals are dealt with too.
 *300* *ABE* - Ensuring criminals don't become repeat offenders is paramount.

 Substance pre-laws;
 *310* - Illegalizing drugs only makes addicts harder to reform.
 *310* - Smoke is very damaging to the lungs.
 *310* - Being intoxicated put people at increased risk for injury.

 Regulatory pre-laws;
 *320* - Obsession and indoctrination put people at risk of being manipulated by people in positions of power.
 *320* *ABA* - The ownership of ideas, prevents competitiveness and innovation.
 *320* *ACA* - The presence of law and independent law enforcement is paramount in international waters.
 *320* *ACB* - It must be ensured that corporations' associations be public knowledge.
 *320* *ADA* - Safety equipment can cause the to act in a riskier manner negating its usefulness.
 *320* *AEA* - The spread of STDs must be reduced.
 *320* *AEZ* - The possibility of quantum immortality must be considered when making laws relating to death.

Economic pre-laws;

 *410* - Social engineering fines and taxes mustn't be abused for revenue raising purposes.
 *410* *AAA* - All people are equal and must pay equally for the same governmental services.
 *410* *ABA* - The Georgist system must be considered.
 *410* *ADA* - All people are born equal, and have no right to gain superiority over others by privilege of birth.

 Distribution pre-laws;
 *420* - The governmental front must be competitively viable,
 *420* *ABA* - tax revenue should be determined by competitive superiority,
 *420* *ABB* - Proportional representation is important.
 *420* *ADA* - To ensure effective rule, absolute power is required.
 *420* *ADB* - Dissonance between politics is harmful to relations.
 *420* *AEA* - Preventing political stagnation is beneficial to society.

 Labour pre-laws;
 *440* *ABA* - The skill and competitiveness of labour needs to be ensured.
 *440* *ACA* - The is a limit to the benefits to happiness of higher income and greater material possessions.
 *440* *ADA* - There needs to be enough income disparity to ensure the benefits of capitalism, without the problems of extreme wealth disparity.
 *440* *AEA* - The basis of pre-laws and laws and other decision can be flawed due to the unnecessary distinction between wage and the price of labour/human services.
 *440* *AFA* - The Government is only as effective as its employees.

Corporate pre-laws;

 *500* - Collectives of citizens who wish to sell a product or service, must have a solidified prosecutable front that government can easily exert absolute control over.

 Establishment pre-laws;
 *510* - Monopolies damage competitivity.
 *510* *AAA* - All collectives of citizens need to be easily recognisable as to ensure they can always grouped into corporations.
 *510* *ABA* - Even market domination can damage competitivity.
 *510* *ACA* - It is all too easy to use people's benevolence to manipulate them to harmful ends.
 *510* *ADA* - Organized religion can be abusive and harmful to the public.
 *510* *AEA* - Corporations can easily exert too much power over government.
 *510* *AFA* - An incentive is needed to self-regulate against price reduction by creating products/services of inferior quality through illegal means.
 *510* *AGA* - The advantages of tradition and experience are anti-competitive and cause stagnations.

 Media pre-laws;
 *520* *ACA* - It is impossible for a corporations to represent itself unbiasedly,
 *520* *ADA* - badly representative media can warp people's view on reality,
 *520* *ADM* - sensationalism is harmful to society,

 Corporate prosecution pre-laws;

 *550* *ABB* - All scientific research is useful research, regardless of its success or failure.

The founding laws of a Klutoistic government;

 Governmental structure;
 *010* - The government will have three main levels;
 *010* *ABA* - The Lesser Government, A Global organisation,
 *010* *ABA* *aba* - Identify and establish problems in society, the world or any other scenario, these are known as pre-laws,
 *010* *ABA* *abb* - Ensure that all pre-laws (priority determined by public petitions or expert opinion) are base problems not just symptoms of greater problems.
 *010* *ABA* *abc* - They do this by holding multiple court trials between randomly selected experts in the field the pre-law deals with,
 *010* *ABA* *abd* - The outcome is determined by a jury whom take a set of two test on the matter at hand provided by both anti & pro side, the jury must both fail the test pre-trial & pass it post-trial for their judgement to be taken as valid.
 *010* *ABA* *abe* - Three judges(a neutral, pro-biased and anti-biased) can veto the juries decision by unanimous consent, in case of mistrial, etc.
 *010* *ABA* *abf* - The Jury has 24hrs to come to a unanimous decision (pro, anti, or abstain), a random ballot will then be taken whether or not such is achieved. Once all trial are complete, if an unopposed majority is attained then a decision is made, else test laws are implemented.
 *010* *ACA* - The Greater Government, A global organisation,
 *010* *ACA* *aba* - The Law making division of the government, holding some executive power to scientifically test laws,
 *010* *ACA* *abb* - They use a similar system to determine the validity of a law as the lesser government,
 *010* *ACA* *abc* - with a non-result demanding test laws be implemented or further trials be held should any other new evidence arise.
 *010* *ADA* - The sub-governments, A regional organisation,
 *010* *ADA* *aba* - They are the main executive branch of the government and the commercial front,
 *010* *ADA* *abb* - they are the tax-collectors, implementers of the law and civil service runners, they have the right to take possession of any private corporation and its assets if they see fit.

 *010* *ADA* *abd* - except for emergency situations determined by the law.
 *010* *AEA* - Any body or organization created by the government must be composed of atleast three competing organizations.

 Foundation of law;
 *020* - Whenever a law is created it must be associated with one or more pre-laws, that it is attempting to correct.
 *020* *ABA* *aba* - If it is proven by the court that a law is ineffective it is to be immediately changed.
 *020* *ABA* *abb* - all laws changed or removed must be replaced with an anti-laws stating the prior laws is now redundant.
 *020* *ACA* *aba* - If a pre-law is proven by the court to no longer hold weight, then it and the laws based on it are to be removed.
 *020* *ACA* *abb* - Any removed pre-law that is removed must be replaced with an anti-pre-law stating the prior pre-laws is now redundant.

 *030* *AEA* *aca* - corporations being the progresser/distributor of ideas/technology,
 *030* *AEA* *ada* - and citizens being the owner/tweaker of ideas/technology,
 *030* *AEB* - or put another way ideas/technology should transition from public-funded to private-funded to citizen-funded.

 Progression of law;
 *040* - All laws and pre-laws are to be given a stability rating as to decide how often they must be re-examined in full, minimum once a century(100/36) years.
 *040* *ABA* - Every law and pre-law must be dynamic and be able to rapidly change and conform to new evidence and circumstances.
 *040* *ACA* - laws should constantly be changed and change society, to test its effects.
 *040* *ADA* - No law should be designed such that it is reliant on its own long term stability.
 *040* *AEA* - Occasionally new laws and pre-laws must be put through the governments which are randomly selected from citizen-created lists.

 *100* - All marriages will be arranged, happening on a person's 14th.
 *100* *ABA* - Same race marriage will be banned.
 *100* *ABM* - All partners need to bare at least 2 children throughout their lifetime.
 *100* *ACA* - All sexual relations must be permissed by one's spouse.
 *100* *ADA* - It is illegal for two people to sleep in the same bed.
 *100* *ADM* - Both members of a partnership must Co-habitate.
 *100* *ADZ* - It is illegal for two people to form civil partnership/marriage if they have previously co-habitated.
 *100* *AFA* - There are two types of partnership/marriages, civil and guardian.
 *100* *AFB* - Guardian partnerships are temporary partnerships to ensure children have two live-in guardians.
 *100* *AGA* - Civil partners must either have frequent spontaneous sex, regular planned sex or be abstinent.
 *100* *AHA* - The only legal difference between civil partnerships and marriage, is that a marriage has been recognised by at least on religious organisation.

 Guardian laws;
 *110* - All children under the age of (11/7) are entirely the responsibility of their assigned guardians.
 *110* *AAX* - No one's Birthday will be recorded or celebrated, only their birth season.
 *110* *AAY* - All children born into the winter season will be raised in the opposite hemisphere to become summer-born.
 *110* *AAZ* - over-protective parenting is grounds for removing a child from their guardians.
 *110* *ABA* - All children are to be encouraged to participate in dangerous activities (universal Hormesis)
 *110* *ABM* - All basic punishment will be in the form of exercise.
 *110* *ACA* - It is illegal for a child not to be read to at least once a night.
 *110* *ADA* - All children will be adopted, and all guardians will be educated in raising children.
 *100* *AEA* - it is illegal to raise children without being in a partnership.
 *110* *AFA* - All children will be raised gender neutral.

 Education laws;
 *120* - All peoples will be placed in education from (11/7) - (21/13) years old.
 *120* *AAX* - Children will be educated in groups defined by the season of their birth not the year.
 *120* *AAY* - All education will be done at boarding schools.
 *120* *ABA* - Students will be educated in (real) critical thinking, people will be taught they are always wrong in some way and to accept that.
 *120* *ACA* - Students will be taught behavioural skills, and why they are important using psychology, game theory and the history of morality.
 *120* *ADA* - Students will study the foundations of evidentialism, the scientific method and to challenge and test every aspect of their lives.
 *120* *AEA* - Anyone wishing to follow a religion must study it's history, teachings and scientific literature on it.
 *120* *AFA* - must go into training or further education from (22/14) - (32/20) years old.

 Personal laws;
 *130* - All people must have work experience, in a customer service job, a monotonous task and a position of power.
 *130* *ABA* - All people are required to receive some form of ranged combat training and close combat or social engineering training.
 *130* *ACA* - All citizens must participate in intermittent fasting, as well as intermittent prohibition.
 *130* *ADA* - Sitting is illegal for non-medical purposes.
 *130* *ADM* - All people are required to fast regularly.
 *130* *AEA* - All people must have access to a choice of at least three providers of any given service or product or none at all.
 *130* *AFA* - A Universal draft for all capable citizens,
 *130* *AFB* - As no permanent military force, drafted citizens, will be placed in key civil services.
 *130* *AGA* - It is illegal to hold conversation while doing any form of travelling through a public space(Including pedestrians).
 *130* *AHA* - All people in positions of power, must be made to look and feel more powerful than they are, or be unaware of the power of their position.
 *130* *AIA* - All people must learn a second spoken language and a sign language.
 *130* *AJA* - All non-medical necessary forms of genital mutilation are illegal.
 *130* *AKA* - The use of antibiotics is illegal in none life threatening situations.
 *130* *ALA* - Gambling is illegal for non-entertainment purposes, and gamblers are only allowed to win back the money they have immediately invested.
 *130* *AMA* - All unemployed must perform volunteer work.
 *130* *AXA* - It is illegal to recycle any non-metallic material.
 *130* *AYA* - All highly degradable non-food waste is illegal.

 Community laws;
 *140* - Everyone will be slowly moved into city-states.
 *140* *ABA* - Everyone will live in open plan communities of about 200 people contained within a single defensible buildings.
 *140* *ACA* - Every community must have a bee-keeper, a staff of trained chefs and a gardener, whom maintains urban farms/orchids.
 *140* *ADA* - It is illegal to eat a meal on your own, and all non-luxury food is supplied by the government.

 Public laws;
 *150* *ABA* - All surfaces must bear a explicit image of an eye.
 *150* *ACA* - All streets must bear at least one tree over two stories tall.
 *150* *ADA* - All non-human-powered private transport is illegal for non-medical & non-recreational purposes.
 *150* *AEA* - All sanitary surfaces must be coated in copper, zinc or silver.
 *150* *AFA* - All public spaces must bare citrus scent or none at all.
 *150* *AGA* - All public lighting must be some shade of blue.
 *150* *AHA* - All driving will be right-sided.

Criminal laws;

 Prosecution laws;
 *300* *ABA* - All criminal behaviour will be considered a form of behavioural or mental illness, and will be treated with re-education or medical treatment.
 *300* *ABB* - Criminal law is based around reformation and punishment should only be administered if it can be proven to be a part of reformation process.
 *300* *ABC* - Defendants are guilty until proven innocent as the consequence to the individual are much less severe, than in a punishment-based justice system.
 *300* *ABD* - And people can be marked criminal and be reformed on the basis of them being likely to commit offences.
 *300* *ABE* - Criminal prosecution will take a stance toward preventative methods.

 Substance laws;
 *310* - No substance will be outright banned, but instead be tested and regulated.
 *310* - It's illegal to burn things for inhalation.
 *310* - it is illegal to be intoxicated on any drug in a public space.

 Regulatory laws;
 *320* - It is illegal to worship or idolise any individual.
 *320* *ABA* - It is illegal to own ideas, as such there is no copyrighting.
 *320* *ACA* - All vessels moving over international waters must carry a security force from the sub-government it is registered with.
 *320* *ACB* - All vessels must bare a clear indication of the sub-governments it is registered with.
