  1. The Klutoist Manifesto, founded on empiricism, technocracy, the scientific method, evolution and its integration into the political system.

  3. The Klutoist Manifesto is designed to be fully dynamic and self-improving, nothing contained within it is absolute.

  5. The Klutoist Manifesto would achieve this by creating an organisation designed to alter the manifesto so that it conforms scientific consensus and reality.

  7. The founding pre-laws of a Klutoistic government;

  9. Governmental structure;
  10. *010* - A functional Klutoistic government needs both a highly dynamic and mildly dynamic components, to allow for evolution without loss of governmental stability.
  11. *010* *ABA* - The governments for pre-laws and laws must be distinct as to ensure that pre-laws are not influenced by the laws.
  12. *010* *ABA* *aba* - Laws need a solid foundation and basis on which to judge their merit by.
  13. *010* *ABA* *abb* - It is necessary to establish how accurate and important the foundations and basis of laws are.
  14. *010* *ABA* *abc* - It must be ensured that pre-laws are well discussed and thought, with any and all flaws being exposed.
  15. *010* *ABA* *abd* - It is necessary that pre-law not be warped by preconceived beliefs and opinions, while being judged by those with complete knowledge.
  16. *010* *ABA* *abe* - A body must exist to ensure that new pre-laws do not conflict with existing pre-laws and laws.

  22. *010* *ADA* - The government requires a competitive public front to ensure that government can rapidly evolve and improve.

  194. *500* - Collectives of citizens who wish to sell a product or service, must have a solidified prosecutable front that government can easily exert absolute control over.

  222. *010* *ABA* - The Lesser Government, A Global organisation,
  223. *010* *ABA* *aba* - Identify and establish problems in society, the world or any other scenario, these are known as pre-laws,
  224. *010* *ABA* *abb* - Ensure that all pre-laws (priority determined by public petitions or expert opinion) are base problems not just symptoms of greater problems.
  225. *010* *ABA* *abc* - They do this by holding multiple court trials between randomly selected experts in the field the pre-law deals with,
  226. *010* *ABA* *abd* - The outcome is determined by a jury whom take a set of two test on the matter at hand provided by both anti & pro side, the jury must both fail the test pre-trial & pass it post-trial for their judgement to be taken as valid.
  227. *010* *ABA* *abe* - Three judges(a neutral, pro-biased and anti-biased) can veto the juries decision by unanimous consent, in case of mistrial, etc.
  228. *010* *ABA* *abf* - The Jury has 24hrs to come to a unanimous decision (pro, anti, or abstain), a random ballot will then be taken whether or not such is achieved. Once all trial are complete, if an unopposed majority is attained then a decision is made, else test laws are implemented.

  230. *010* *ACA* *aba* - The Law making division of the government, holding some executive power to scientifically test laws,
  231. *010* *ACA* *abb* - They use a similar system to determine the validity of a law as the lesser government,
  232. *010* *ACA* *abc* - with a non-result demanding test laws be implemented or further trials be held should any other new evidence arise.

  234. *010* *ADA* *aba* - They are the main executive branch of the government and the commercial front,
  235. *010* *ADA* *abb* - they are the tax-collectors, implementers of the law and civil service runners, they have the right to take possession of any private corporation and its assets if they see fit.

  262. *040* - All laws and pre-laws are to be given a stability rating as to decide how often they must be re-examined in full, minimum once a century(100/36) years.
  263. *040* *ABA* - Every law and pre-law must be dynamic and be able to rapidly change and conform to new evidence and circumstances.

  300. *120* *ABA* - Students will be educated in (real) critical thinking, people will be taught they are always wrong in some way and to accept that.
  301. *120* *ACA* - Students will be taught behavioural skills, and why they are important using psychology, game theory and the history of morality.
  302. *120* *ADA* - Students will study the foundations of evidentialism, the scientific method and to challenge and test every aspect of their lives.
  303. *120* *AEA* - Anyone wishing to follow a religion must study it's history, teachings and scientific literature on it.
  304. *120* *AFA* - must go into training or further education from (22/14) - (32/20) years old.

  306. Personal laws;
  307. *130* - All people must have work experience, in a customer service job, a monotonous task and a position of power.
  308. *130* *ABA* - All people are required to receive some form of ranged combat training and close combat or social engineering training.
  309. *130* *ACA* - All citizens must participate in intermittent fasting, as well as intermittent prohibition.
  310. *130* *ADA* - Sitting is illegal for non-medical purposes.
  311. *130* *ADM* - All people are required to fast regularly.
  312. *130* *AEA* - All people must have access to a choice of at least three providers of any given service or product or none at all.

  318. *130* *AJA* - All non-medical necessary forms of genital mutilation are illegal.
