He knows this, which is why he disengages and waits for teammates. Even if you were ulting to save your own life, you shouldn't have been so far up and needed to do so. You rushed dva and ignored any defensive cover you had.

  22. 14:04 You desperately need to be on speed here. Your rein has less than half shield (based on the cracks in it) and he's tr ying to retreat. Make it easier for him. You also were at a very risky position, considering you were outside the rein shield and there's a roadhog with hook ready right in front of you.
