re: concerns earlier

1. We get old subscriber list for PCN

2. We get the recipe, and we must have someone in D.C. to interface with staffers

3. we will need Salsa Labs account, at least two who can run it - this is email sending thingy, it's how staffers expect to get their info

4. We'll probably use Slack.com as a work space, one shared channel per each policy area, there are about a dozen total.

5. editors will get trained how to spot what matters to staffers. It's not hard, it's just ... weird. Stuff you think is a big deal they won't care at all, and they love local content from their districts.

6. We can do this incrementally, if we can get a couple areas running life will be good.
