  3. **ROLES AND RESPONSIBILITIES OF MAGISTRATES**

  7. **Consul** - There will be two consuls at one time, per time period which is noted in Lex Secundum. Each Consul will be appointed through a vote by the Comitia Centuriata, unless there is a Dictator in office, in which case he can make the decision on behalf of those Magistrates.

The Consuls duties will vary, depending on the current environment of the Group, however standard duties will include overseeing the Senate, making sure that it is operating effectively as well as maintaining relations with other groups (both within and out of SPQR) Summarised, it is the duty of each Consul to ensure that Rome flourishes. Consuls are to enforce imperial edicts and laws. Both consuls will be escorted by a maximum of **12 Lictors at one time**.

  13. **Praetor of Rome:** Also known as "Head Praetor," his duty will be overseeing each Praetors duties, as well as assisting the other Praetors with their duties. The Praetor of Rome has full rights of assigning which Praetor will undertake what position, as well as the ability to intervene with Praetors whom are lacking in their duties, and if necessary, with approval of the Consul, remove said Praetor. The Praetor of Rome is tasked with creation of the *Praetors Edict.* This Edict is outlined in **Lex Edictum Praetoris**

  15. **Praetor Militaris:** Head of the Military, the Praetor Militaris is tasked with developing legion regulations, including, but not limited to: structure, formations, general regulations, etc. The Praetor Militaris has the ability to remove a Legate, provided he receives consent from the Praetor of Rome, Consul(s), or the Emperor. He will also be tasked with organization of war-games.

  17. **Praetor Civilis:** Head of legal matters, the Praetor Civilis is tasked with managing legal disputes between foreigners. The Praetor Civilis will be second to the Praetor Urbanus, who is able to veto all of the Praetor Civilis actions deemed necessary.

  19. **Praetor Urbanus:** Head magistrate (in the Consuls absence), the Praetor Urbanus was tasked with handing legal matters involving citizens, as well as the power to summon the Senate. The Praetor Urbanus is also charged with protecting the City of Rome from any and all forms of attacks.

  32. **Censor** - There will be two Censors at one time, who will manage and maintain the social and monetary side of Rome. The Censors will be elected by the same electorate as the Consuls, the Comitia Centuriata.

As a Censor the Magistrate will be responsible for making sure, for a start, that the family system of Rome is working correctly, by assigned them to either Plebeian or Patrician status which will be determined by their political power within Rome. To see the classifications of this see ‘Lex Gens’ on the Roman Senate board of laws. This will also affect who is placed as a ‘Patrician’ which will be based on which family you are in, and what your role in that family is, the Censor(s) will need to ensure that this system is properly maintained. Once Rome has an operational monetary system, the Censors will be responsible for the taxation and expenses of the state, as well as taking a ‘census’ that will determine (After being relayed to the Senate) how to proceed with population increase (or decrease) which will affect the amount of Senators, and Patrician families. The Censor(s) are **not to be escorted by any Lictors**.

  38. **Aediles Curules** - The Aediles Curules position is comprised of two Patricians, who are elected by the Senate to perform their duties that include mainly public events and registration of Slaves and/or gladiators.

Aediles Curules is responsible for ensuring that the registry for Slaves and Gladiators is properly maintained, as well as continuously refining the process for doing such registration, to make it as expedient as possible while keeping the same quality of detail. The Aedile Curules will also be responsible for officially registering Gladiators. Collegias will also pass through the office of the Aediles Curules, who will either approve or deny the request to make an official organisation.

The Aedile Curules will be considered a part of the higher body of magistrates, in comparison to the Aedile Plebis who will be attached to the Plebeian, and Plebeian Council side of the political ladder. This government position holds imperium, and so this person will be escorted by a maximum of **2 Lictors at one time**.

  46. **Aediles Plebis** - The Aedile Plebis is responsible for assisting his counterpart, the Aedile Curules (One of the two, no mix-and-match) in duties such as registration of Slaves and Gladiators, managing group ranks and giving Plebeian status to those in uniforms, much as the other Aediles may do. This role is directly subordinate to the Aedile Curules.

As part of the Magistrate office, the Aedile Plebis plays an important part in the politics of Rome, and because of this importance, the Senate will elect this person, with the recommendation of the Aedile Curules. This position does not hold imperium, and so **no Lictors are to escort the Aedile Plebis**.

  52. **Plebeian Tribune** - The Plebeian Tribune is elected by the Plebeian Council as a representative on theirs and the peoples behalf to the Senate, and other assemblies in Rome.

The Plebeian Tribune has the duty of maintaining the council in proper order, this means reviewing each law and deciding if it is within the boundaries set in the constitution written on the council board. If these laws or motions go out of these guidelines the Plebeian Tribune is to use his veto to reject the proposal. If the Plebeian Council is to request a law be enacted by the senate, the Plebeian Tribune will inform the senate by proposing that law on the senate board. Additionally, the Plebeian Tribune may veto any Senatorial law. The Plebeian Tribune is **not to be escorted by any Lictors**.

  58. **Quaestors** - The position of Quaestor is the start of the ladder for the magistrates of Rome, this position introduces politicians to the beginning of managing things within Rome.

  60. Quaestors attain their position by a magistrate proposing a new election for a Quaestor to help them with specific tasks within an area of government. Quaestors are to comply with the Magistrates requests and to make sure that their organisation is always up to standard. Quaestors are to have a maximum of **1 Lictor at a time**. If a Quaestor is to do very good at their job, it’s very likely they will move up the ladder of officers quickly, by being recognised for their dedication to Rome. Quaestors must not vote or propose laws or motions (unless on the behalf of their superior) in the senate.

  64. **Princep Senatus** - The Princep Senatus is elected by the Senate to act as its representative and figurehead.

  66. The Princep Senatus has the task of maintaining the council's organization and ability to perform, while ensuring that all proposed legislation and motions are within the boundaries of the law. If a law or motion is too radical in scope and threatens the continuation of Rome, the Princep Senatus may cast his veto to halt the passing of the legislation.

  68. The Princep is also responsible for upholding the Senates activity. He is responsible for calling frequent meetings, and leading the discussion and agenda. The Princep is to act as a guide so that the Senators may reach the most well rounded conclusion in a timely manner.

  70. The Princep is expected to hear the concerns and pleas of the people so that he may raise these issues in Senate meetings for discussion. While he is a representative of the Senate, he must also uphold the voice of the people in the forum.

  88. **Magister Equitum** - The position of Magister Equitum is a monitor's position. He who holds this position holds the power to suspend any Senator or Magistrate he wishes.He holds the ability to pass laws, and motions, and he who holds this position will hold the power to remove people from the Senate trello(s).
