>Powers should be primarily justified in a manner consistent with the OPM setting: A greater focus on training, sleight-of-hand, and clever use of technology is preferable to having a straight-up superpower (although you may be perfectly capable of emulating one as a result of such training and technology)
>Don't choose a handle.  I have something in mind for that.

Everyone is a member of the Hero Association, but may be a member of one of the other 'factions' in the association.
