  1. “The people don’t know shit, the humans…they’re just a cog in the machine, sheep being led to the slaughter…they’re as disposable as tissue paper…no, wait, even tissue paper has more value.”

In the Republic of California, to cut down on political and corporate corruption, the United Alliance of Nations has installed the Special Patrol (SP), a group of young assassins tasked with taking down the dark kings of the white collar society and saving people from the fate of being used as pawns. Hopeless kids join, being pulled into the job by the high salary and gifts they receive; everyone is allowed to quit after one year of service, however most die within a month.

  5. One day, Kazumi Murukami, an ordinary Japanese-Californian high school student, meets a transfer student named Lucy Peclet who warns her that terrible things will happen-soon. Later that day, Kazumi found her parents stabbed to death in their family home. A gang of hooded thieves try to kill Kazumi, however she is saved by Lucy right when a knife was about to come down on her. Later in the night, Lucy reveals herself as a newbie SP agent and offers Kazumi to join her. Lucy tells Kazumi to keep her secret; however, her best friend Lindsey Kidd becomes suspicious of Kazumi’s behavior after Kazumi refused her offer to go to a coffee shop, something that Kazumi has not done before. Lindsey follows Kazumi to a federal bank building where Lucy was assigned to free hostages; Lucy manages to save the hostages but is soon shot to death after and thrown off the roof of the building. While Kazumi is crying, Lindsey decides to join the SP to help her best friend.

  7. Kazumi sees a note and a map leaking out of the backpack of her dead friend’s body; Kazumi and Lindsey follow the map and end up in the SP’s main office. Another female SP agent suddenly panics in shock and tries to shoot both girls, but is stopped by the SP’s vice commander, Jeffery Atoll. Atoll invites the girls into his office; Atoll tells the girls that he was formerly a exchange student from the Netherlands, but became depressed and got kicked out of college; Atoll mentions the virtue of the job that they were given without mentioning anything negative and then giving them a special “SP Cell”, a secret cellphone used for SP missions. However, right after the girls leave the room, he regrets lying to them and becomes angry, shooting a row of empty wine bottles on his desk. The SP’s commander, Ryousuke Mikuni, listens to the description of events from Jeff, and slaps him in the face.
  8. After the girls leave the office, the female SP agent apologizes, reveals her name as Allison Skyle and thanks them for coming. Lindsey and Kazumi are given several orders to save and protect people, succeeding in each one of them. Another SP agent, Katie Schultz, however, warns them that this is just the beginning and that they will soon go into a mission where they will not survive, and tells them to flee the country. Lindsey and Kazumi instantly ignore Katie’s remarks.

  10. A few weeks later, Allison transfers to Kazumi and Lindsey’s class. Allison instantly makes friends with everyone in the class and invites Kazumi and Lindsey to a coffee shop days later; Allison warns them that a SP is expected to constantly kill people more powerful than they are, and sometimes killing the families of such people; few people make it out alive, and even fewer live past 2 weeks after a major incident due to the mental strain of killing people. Allison tells the story of her best friend, Holly (“the only friend I ever had before I met you guys”); as an SP agent, she was assigned to take down a plane involved in a potential major terrorist attack; Holly stops the attack by giving the plane false commands, causing the plane to explode in mid air killing all the passengers. While Holly is happy at first, deep depression set in after she walked past the memorial service for the passengers; while vice commander Jeff tries to comfort her by telling her the number of lives she’s saved, Holly’s depression gets worse and worse, and finally, after a week of deep pain and despair, she hangs herself in Allison’s house.

  12. Kazumi becomes scared; Ryousuke tells her to take a two week break to calm herself. Going alone, Lindsey is assigned to a job where she is to kill a former politician with Mafia connections, Doug Kingsman. Lindsey starts to have second thoughts and suddenly panicking at times; Lindsey shoots Kingsman, and then sees Ms.Kingsman and her kids enter the house. Ms.Kingsman sees her husband’s body on the floor and cries while trying to comfort her two children; Lindsey, after seeing this scene, runs away from the house, crying.

  14. Lindsey becomes more depressed and no longer showed up for school; Allison is beginning to suspect that Lindsey could no longer face reality, but Kazumi tells Allison to keep hoping. One day, Kazumi, Allison, and several SP agents are called to an empty sports stadium by Lindsey. Kazumi is the last to arrive, greeted by a electronic billboard with the words “I been waiting for you.” Lindsey tells her fellow SP agents that they are just pawns assigned to kill whatever they come into contract with so that some higher up people could remain in power; she then slaps Kazumi in the face. However, Lindsey is shocked at what she has done, and runs away to a train station.

Allison chases Lindsey, who is sitting on a park bench; Lindsey says that she believed in herself as someone who saved people from the evils of the world, but that she is just the opposite-a cold blooded serial killer who doesn’t deserve to live, and someone who’s so cruel and evil that she hurt her own best friend; Lindsey takes out a shotgun and shoots herself in the head. Kazumi and the other SP agents arrive at the scene; Katie tells Kazumi that Lindsey is right and she should stop valuing human life until she can quit the SP; Allison screams at Katie, who tells her to throw the body under the subway tracks so trouble doesn’t come. Allison grabs Lindsey’s body and tries to dispose of it, but could not. Finally, she grabbed the body and jumped in front of a moving train. Katie sighs and leaves; the other SP agents follow her soon after.

  18. Kazumi leaves the station and walks to a park, sitting alone. A happy couple with a young child walk together inside the park; the young child jumps on Kazumi, who tells the child to live a happy life with his parents “because I sure don’t deserve it”.
