- Freezing - Yes, the river freezes, there is no reason to believe that it would not. I think we've officially moved the climate to be based on Novosibirsk, though they have almost idendical climates, so not that big of a deal. Freezing probably starts at the banks as soon as it drops to below freezing, then develops a thin layer, then a thick layer.
- Going by the example of the Volga, because it's a fairly large, famous river in a similar climate, it is frozen between November and March. Thickness during January and December is enough to safely drive on.
- Note that this is for the city of Cheboksary, though it and Novosibirsk is on similar latitudes. Should really be using the Ob river, which flows through Novosibirsk itself, but info on it is a bit more scarce...
- Climate Control - Really don't think we've progressed in weather control enough to control the seasons. Weather should be relatively regulated by now, but climate and temperatures are probably completely uncontrolled.
- Speed and Depth - Speed is fast, it's a river in its upper course, after all. Though I'm having a hard time finding any actual numbers on how fast rivers are to actually suggest a proper speed... I'll just throw out a 2m/s and hope that's at least somewhat realistic.
- Depth... Again, having trouble finding data. It's easy enough to find maxima and minima, but depths at certain points along the way is proving difficult. The map seems good enough on distribution, though I'm not sure about the scale it's using or if it's even applicable to the depth...

- So, 3/4 active councillors are in favour.
- Note, however, that technically 4/5 is the actual standard for approval.
