Defile
Blood Tap if enough charges, no runes for Defile, and Defile CD = 0
Frost Strike if RP >88
Howling Blast if Death Rune >1 or Frost Runes capped/capping
Outbreak if BP not up
Plague Strike if BP not up and Outbreak on CD
Howling Blast if Death+Frost runes >= 2
Howling Blast if Soul Reaper on CD sub 35%

While none of the above conditions are met:
Blood Tap
Plague Leech
Empower Rune Weapon
