  61. 49.1 billion actual state incomes - that's 490 million higher than last year's budget

  63. you're expecting to earn 20 billion from direct taxation and 24.7 more from indirect taxation !

  65. you're also expecting 2 billions income out of the denationalisations.

  67. judging by the numbers, this budget is by no means "conservative"

  69. However, your reports claim that this budget is indeed a conservative one.

  73. we are monitoring the current state of private sector, and we are obliged to warn you
  74. that very soon, no one will be able to pay his taxes !

  76. You should be prepared, because in the near future your government will have to deal with even more tax arrears.

  80. you rushed to a compose a budget, that would seem "likeable" to our associates.

  83. are already plagued by outstanding debts and bills.

  89. you compose optimistic budgets for the eyes of western people
  90. while at the same time, our actual economy is in grave danger.

  92. You're expecting to earn 1.15 billions by increasing the VAT percentages in estate leasing, estate owners
  93. are now expected to pay even more taxes, based on the amount
  94. of lease payments they have received during 2015.

  96. Realistically speaking, no citizen group feels optimistic about the future,
  97. save for the group that votes for you and enjoys their "benefits".

  99. Let's review some more of your expectations, billed at 2billion euro.

  101. 1.3 billion by changing the VAT percentages and abolishing
  102. the 30% tax discount that currently applies to the greek islands.

  104. 114 million by increasing the amount of money that freelancers
  105. will have to pay IN ADVANCE for their income tax.
  106.  
  107. 157 million by doing the same thing to legal entities.
  108.  
  109. 9 million by doing same thing to farmers.
  110.  
  111. 41 million by taxating the TV commercials.
  112.  
  113. 100 million from the profit that OPAP will make out of the VLTs
  114.  
  115. 210 million by imposing a "special" tax 0.05 euro/ticket
  116. on Lotto Joker and other lucky games (powered by OPAP)
  117.  
  118. all these expectations, are not just "overly optimistisc"
  119.  
  120. we are also very afraid because, they are out of touch with reality !

  122. If you honestly believe that greek economy will have this much of a growth
  123. then there's no light at the end of the tunnel ...

  125. your sole motive as it seems, is to nominatevily satisfy
  126. the creditors demands ...

  128. you can't feel optimistic about this taxation's results, because your own actions
  129. instead of enabling greece to grow, they are fueling the nonstop train of recession.
  130. a kind of recession that no one has ever seen.

  132. for example, if you want to get a positive result out of the tax increase in islands, then
  133. high levels of demand and consumption have to be sustained.

  135. good luck with that ! according to the ministry of finance, we are expecting recession in 2016.

  137. the recession's percentage is estimated to be higher than 1% of GDP
  138. very similar estimates were made for the current financial year(2015)

  140. 2 months ago, our Prime Minister said that during 2016, we will get back on track for growth.

  142. since then, our party continues to state that these outrageous lies will lead us nowhere !

  158. We have social instability, our public debt is predicted
  159. to overcome the 200% of GDP. are you even serious ??

  161. who will believe these lies ? the foreign investors or the ascociates and our creditors ??

  163. dear colleagues, stop harassing the private sector's economy and busisness making !
  164. don't try to solve the current greek economy problems
  165. by using soviet-ish gimmicks and economist fluff.

  168. It's sad, you're not the only ones who are unaware of these rules,
  169. the rest of parliament parties are ignorant as well!

  175. your calculations - 2016 budget, claim that greek state will receive 44 billion total incomes.
  176. are sure that we will get that much money out of taxation ?

  179. In 2016, the actual taxation income may be
  180. 10-15% less when compared to the expected one.

  182. You delivered us the state budget, we reviewed it and we say that it consists
  183. tens of tax imposements, most of them are concerning the private sector.

  185. out of this taxation labyrinth, the instant tax income, we're talking about legal entities
  186. and corporations here, is expected to be 3 billion euro tops.

  188. you notified us of the state's current economy stats, this way
  189. we're now officially aware of your tax auditors results.
  190. their 2014 report, concerning the previous government(New Democracy) says :
  191.  
  192. "We are proud to report that we did more than 2295 scheduled checks
  193. we completed 4601 checks, that's a 174% completition rate.
  194. During our checking periods, we identified 500.448 violations.
  195. we're talking about 3440 violators, that's a 74.7% violation rate."

  197. realistically speaking, not a single thing has changed since then.

  199. I'd like a statement, a statement made from New Democracy but
  200. I would also appreciate a statement made from the current Government.

  202. when the violation rate is almost 75%, then we have 2 possible explanations

  204. 1) all greek civilians are crooks and scammers

  206. 2) the goverment consciously forces the private sector
  207. to do business with illegalities and offences in mind.
  208.  
  209. this happens because of the surreal over-taxation
  210.  
  211. it also happens because of the anachronistic, complicated and
  212. awful taxation system. it's a system that even your own tax collectors
  213. fail to comprehend and apply it to the tax payers.

  215. everyday many accountants are querying the ministry of finance,
  216. feeling desperate for clarifications and solutions.

  218. How are you supposed to keep up with Eurozone's pace gentlemen ??

  220. by keep using criminal and anachronistic methods ???

  222. At this point, I would like to clarify myself.

  224. I will you an example, let's compare the performance of our economy.

  226. Let's compare our performance with Malta's, smallest country in eurozone.

  228. We're talking about 450.000 people, we're not by any means
  229. asking from you to re-invent the wheel ! but ...
  230.  
  231. We're asking from to you to look just a few hundreds of kilometers west from here.
  232. Observe them and see how you will be able to rejuvenate our economy.

  234. You're new to this "game", it would be very beneficial if you started - along
  235. with us of course, taking some express courses.

  237. Look at their current year budget, incomes are expected to reach
  238. 9-10% of our own collectables

  240. 5.6% unemployment rate while our nation is hovering around 26%
  241.  
  242. 4% growth, while our nation is hovering around 1.5% recession
  243.  
  244. their public debt is 65% GDP, our public debt is 180% GDP
  245.  
  246. Gentlemen, Malta does not have low tax rates like Cyprus
  247. Ireland or Bulgaria. some of their rates can reach up to 35%.

  249. although, other eurozone countries do not see them as "pirates".

  251. When Varoufakis proposed for the abolishment of triangular traffic, you people referred
  252. to countries like Cyprus Ireland and Bulgaria, but you never referred to Malta ...

  254. How Malta accomplished all of this ? How is it possible for such a small state
  255. to follow the way of prosperity, using the euro currency and regulating within
  256. the rules of our european ascociates ?? It's very simple.
  257.  
  258. They did exactly the opposite of things our goverments are doing
  259. for decades now. They created a system full of rebalancing motives
  260. and benefits, concerimng legal entities and civilians.
  261.  
  262. The motives, include massive tax returns, almost 70% of the outstanding amount.
  263. not only that, they actually motivate their people to follow the road of
  264. enterprise and/or follow the way of science.

  266. their system provides serious credit suport to
  267. a business when it's employing personel with PhDs and/or Grad students.
  268.  
  269. citizen servants are expected to pay additional taxes, when these employees
  270. have income sources while performing other, additional duties.
  271.  
  272. at the same time, our own public sector is full of people
  273. who are working two jobs at the same time.
  274.  
  275. to be more specific, we have many of those in public health care
  276. and public education, doctors nurses professors et cetera.

  278. their system provides serious motives to ecologically sensitive
  279. businesses that promote green growth.

  283. It has estabalished goverment grants, for small business that are willing
  284. to expand their work place area, for industrial and handicraft reasons.

  288. It hands out preferantial loans to new business that believe in innovation.

  291. a <= 50.000 euros tax credit. not stoping there, wage costs remain low.
  292. they have high tech infrastructures and minimal amounts of bureaucracy.
  293. their "state mechanism" is mostly computerised.

  297. All of this, and much more, have led the smallest country of eurozone to be
  298. twice as prosperous as we, if our state ran at Malta's pace, mathemacically speaking
  299. our tax income would be calculated near 100 billion instead of 44.

  301. If all you were smart enough, you would assess more subjects
  302. that would help us boost our incomes and minimise tax evasion.

  304. special geographical zones of growth could be specified
  305.  
  306. all we need is a little motivation for growth, growth for the primary agricultural sector that is!

  308. growth for the primary agriculturar production and hancicraft, it's so simple ...

  310. if you managed to do that then you would now enjoy multiple benefits such as :
  311. increased GDP - decreased unemployment rates - massive influx of insurance payments
  312.  
  313. decentralisation - increased border security - attraction of foreign investors
  314.  
  315. public dignity for once, these things do not cost much.

  317. why don't you do it ? that's the question ...

  319. you're talking all the time about the application of a "parallel"
  320. program, finance Minister Mr Tsakalotos refers to this program in every speech.

  322. if your growth program does not include the above mentioned actions, then
  323. please tell us, what it really includes ? when will you publicate the contents
  324. of your so called "parallel program" ??
  325.  
  326. Now, I'm sure that you're going ask me questions like :
  327. "How are we going to provide credit suport for an innovative business ?"
  328. or
  329. "how can we hand out loans to our scientic youth, so that they can start up an office, of even a company ? "
  330.  
  331. the answer is very simple gentlemen :
  332.  
  333. " Abolish the humongous goverment grants received by the insurance funds of our
  334. corrupt public utilities ( HPPC aka DEI for example ) "
  335.  
  336. If these preferential goverment grants are cut, you will immediatelly save 1 billion euros.

  338. No one should be allowed to a receive a pension higher than 1500 euros.

  340. the insurance cheque is NOT a personal moneybox, you may believe that our party is clueless.

  342. I personally disprove you for this, pension has a social dimension mister colleague !

  344. now about our private sector, private sector needs to start producing money immediately,
  345. privileged persons of the past must support this cause ...

  347. no more unpaid loans ! no more reckless spending !

  349. We dont't expect from the government to transform into "gurus" and "growth magicians" ...

  351. We expect from the goverment to open their eyes and see what's going on in
  352. other developed countries countries that are using western "state mechanisms"

  354. Your direction is exactly the opposite, in 2015 wages and pension are billed 54 million
  355. higher than the target cost. the reasons are :
  356.  
  357. 1) less civil servants are being laid off
  358. 2) wages increased becaused of the employee's rank maturation
  359. 3) retroactive pay given to our armed forces.
  360. 4) suspended employees are no longer suspended.

  362. In any case, we do not endorse the layoffs, we believe that it's very unpleasant
  363. when a servant loses his job, but we also endorse the rule of law !

  365. If the state does not actually need a civil servant, then he should not be hired.

  367. end the practice of pork barrel politics now ! the situation is very simple.

  369. We recently observed tens of public sector hirings,
  370. they even hired people for the National Book Store.

  372. I'm referring to the board of education, what were you guys thinking ??
  373. did you really check if you needed to do these hirings before burdening our
  374. budget with millions of euros ?? did you update yourselves
  375. before making this decision ? what about technology advancements ?
  376. what about compureterisation gentlemen ?

  378. state computerisation and digital infrastuctures are in early-primtive stages.
  379. We're talking about Greece here and we're still primitive on purpose.

  381. why ? 1) you can hire more public servants this way, even if we don't really them
  382. 2) higher margin of error during the trancactions between the public sector
  383. and citizens, burdening the citizens with extra trouble of course.

  385. this way, a tax collector has the upper hand.

  387. same thing goes for the private initiative, you want to have the upper hand !

  389. take a look around, all the developed western countries
  390. treat a businessman like a normal person.

  392. our state treats a businessman, like he's a crook by default.

  394. You don't give motives for people to start up a business.
  395. You give counter-motives and treat entrepreneurship like it's a public offence !

  397. with the enactment of 100% payment in advance you achieve 2 things
  398. (he's talking about the tax income of freelancers, they have to pay all the money upfront)
  399.  
  400. 1) the growth of tax evasion, the guy who runs a small business earns between
  401. 1000 - 1500 euros every month, you force him to evade his taxes so that he can survive.
  402.  
  403. 2) business are leaving greece for other countries. (HQs moving to Bulgaria for example)
  404.  
  405. let's be more specific, digital service providers see Greece as a minefield, only a madman would start up a business here !

  408. the expected income out of the advance payments is a surrealistic amount, and 2017's numbers will look ever worse !
