Herman Kersting

Assignment:
Secure a relationship between workers of C17 and the CCA, and dismantle the networks of the resistance in the outlands.
His goal is to use social engineering, intelligence, and persuasion to garner the trust of people. He’ll use these relationships burn bridges to the outlands. He’ll conduct an infiltration operation in the outlands to hopefully dismantle their pipeline to and from the city.
Short timeline, which will be left open –ended:
-Mr. Kersting enters the city and addresses the workers of C17 prior to a work cycle. He speaks of a new day, and urges citizens to sign up for his fellowship program. It offers increased reward for seemingly nominal action. He mentions a project Orion, but doesn’t disclose it any further.
-Resistance is notified of this prior to his arrival. Not of Mr. Kersting, or what he’s doing in general. Instead, they’re told of increased activity in the city with Civil Administration.
-Different facets of Mr. Kerstings’ project Orion slowly come to life as he conducts projects with the CWU, CMS, SMU, in a way to bolster involvement in these organizations. Rewards and loyalty checks are made to people who sign up for them.
Goals:
On the surface, it will look as if Kersting’s sole interest is to increase loyalty and involvement in extracurricular work activities. Below the surface, he’s developing a network of loyalists and implanting eyes and ears throughout the city. Moles that will look out and relay information about the resistance. Eventually this could bring a few moles to implant themselves in the resistance, and work to develop a plan to sabotage networks of communication and supplies to isolate the resistance.
This will garner the resistance attention as they work to first establish what Project Orion is, and find out more about what’s going on with it. Eventually, they may find out about the idea that there are moles, and they will want to seek these out. The resistance will naturally have eyes and ears in the city as well. It will turn in to a cat and mouse game as more and more events are done based off of this story arc and the Civil Affairs department.
