Punishment exists to discourage damaging behaviour.

By not punishing damging behaviour, the individuals committing the harm are, in effect, told that they are free to commit harm without facing consequences, and the damaged individuals are denied a sense of justice.

Those committing harm would get away and win.

So why would they stop?
