The ASPxPageControl is a container control, like MultiView. You can place other controls in its TabPages and change this TabPages visibility.
The ASPxTabControl is a navigation control. It has a collection of Tabs, where each Tab has a NavigateUrl. You can change the url of the entire page or any frames on the page. For example, at the top of this site, you can see something like ASPxTabControl.
