Point is that when controlled for IQ and self-reported past history of violence there is no evidence of racial discrimination by justice system.  Since black people make up disproportionate amount of the prison population for their USA population, implication is that black people are more violent and have lower IQs.

Thirty Years Of Research On Race Differences In Cognitive Ability.  This is a survey of dozens of research papers (which are themselves built on other research papers) - I think about 60 or 80 papers, which demonstrates a number of things.  Namely that while childhood IQ is dependent mostly on environment, adult IQ is dependent mostly on inherited factors (genes).  Other factors include biological differences between africans, europeans, and asians.
