Ilex Forest plays out as per usual, regardless of whether you've got the badge or dealt with the Well event or not. However, the layout of the forest now allows different though similarly styled puzzles on either side of the cut bush, to obtain Cut no matter which direction you come from.

You can do both though and the second of which is what rewards you with the Charcoal item here and lets one know it's good for Fire-Types which the forest's Bug and Grass-Types are weak to.
