  91. Throughout my career in the Los Santos Police Department I have been protecting and serving the citizens of Los Santos. Moreover, I have been doing my utmost to develop myself as an officer in order to keep the citizens safe. My dedication and development is clearly shown by the recent awards I have received and I intend to keep up the high standard. However, I am at a point where there is not much I can do to improve my own policing, hence, I am applying to become a supervisor.

  93. In my career in the Los Santos Police Department, I strive to make the greatest impact possible in the department itself, but also in the entire city. Consequently, a police supervisor is a position that would assist in achieving my goal due to the tremendous effect that a supervisor can have on other officers. As a supervisor, I would not only be able to make sure that I as an officer conduct my duties to a high standard, I would be able to lead other officers towards that high standard that our department wish to see in every officer. Being a Field Training Officer I am able to impact new police officers and guide them towards a successful career in the department, although I wish to do more, I wish to follow up and continue the work. Continuous work is required to truly be able to change a person's behaviour, it is not enough with simply giving out one order. With my knowledge and experience in the field I do believe that I would be able to improve and develop numerous officers’ minds and behaviour through various conversations and actions.

Another reason why I wish to be selected to be a part of the Sergeant team is in order to be able to effectively use my knowledge in different situations to make sure that each and every situation concludes with the best result possible. As a role model supervisor, I would be able to direct and control officers in different tactical situations. For instance, with my extensive experience from the Traffic division I will be able to maintain pursuit protocol throughout every pursuit and I will not allow for any missteps in regards to any protocol. In case someone would neglect a certain protocol I as a supervisor would have a conversation with the officer in question after the situation has been concluded. This due to the fact that leaving an officer without a warning or a conversation will simply lead to further disregard of department procedures.

  100. Being a Sergeant is not an easy task, it is one of the most difficult positions to hold in the department. However, I have acquired certain qualities that I think will assist me in becoming a competent Sergeant along with my dedication and experience.

  102. Firstly, every leader, or in this case supervisor, needs to be fair and objective in his or her ruling. Being a supervisor will place you in the middle of numerous morally difficult situations. In these situations it is up to you as the supervisor to take lead and decide what course of action is the fairest. What does being fair mean, who decides what is fair and what is not? Obviously, being objective in any situation is a basis if you intend to be fair, if you decided something because you personally know one of the parties better then the entire concept of fairness has been wiped out.

  104. There are three main ideas on what fairness means, you could believe that when everything should be the same for everyone. It is much like the idea of communism, no one should earn more or less than the next one. On the other hand, there is also the idea that the ones that deserves more should get more. The ones that do badly in school and do not work for instance, should not be rewarded with the same equality as the ones that truly work hard and dedicate themselves to be a model citizen. Nevertheless, that might be unfair seeing that everyone has various privileges. From a supervisor’s perspective in the department there is only one viable perspective when handling officers. It does not matter if the officer has done great work as a police officer prior to the situation. If an officer violates the law for instance, the only fair thing to do is exactly what the manual tells you to, even if you would rather just give the officer in question a warning or similar. Same goes for an officer that claims he or she did not get any sleep last night, the fair thing to do is to follow the department guidelines and issue the appropriate disciplinary action. Failure to be fair as a supervisor could lead to other officers ignoring certain guidelines if they assume that the supervisor is their friend and will not take action against them. Another outcome could be that everyone begins to lie about the circumstances, hoping that the supervisor will feel compassion and leave them be. As a side note, it does not mean that I as a supervisor would be ignoring everything that the officer say. I would rather give the officer advice on what he or she should have done instead in order to avoid the violation and then still follow through with the proper action afterwards.

Secondly, as a police officer you are required to stay professional at all times while on duty, since you are representing the entire department, although as a supervisor it is even more crucial. Being a police supervisor means that you are a role model for other officers and they will observe and follow in your footsteps. This means that if a supervisor acts unprofessional and, for instance fails to stay within the speed limit without having the sirens on, then the other officer who sees that will believe that it is alright to violate the road law. Professionalism is vital to the department’s image. In case the society believes that the police department is not professional then more citizens will become hostile and distrustful towards the police. In conclusion, if an officer acts unprofessional while on duty it will damage the image of the department, but if a supervisor does the same then the image could get entirely twisted.

  108. Thirdly, knowing how you want officers to perform is valuable as a supervisor, but it is as important to be able to communicate it in a clear way that the officers can understand. I believe that I am able to clearly describe what I want to be done using my other qualities, such as the ones I mentioned above. A supervisor could be as knowledgeable as anyone else but still be a bad leader if he or she is not able to provide clear orders and requests that will transmit your experience and knowledge to other officers. If qualities such as professionalism and fairness is what you fill the bag with then being able to communicate effectively is the rope that ties the bag together, without it everything else falls out of the bag of qualities.

  116. Confidence - A leader need to keep their head up high at all times, the officers are influenced by the supervisor’s impression. As a consequence, if the supervisor hesitates and is not confident in his or her orders, then the officers who are supposed to carry out the orders will hesitate as well, which leads to an imperfect result.

  118. Positivity - There will be many ups and downs in a police officer’s career. In order to keep serving and protecting there has to be a mutual feeling of optimism in the department and a Sergeant plays an essential role there. When the negativity takes over, the quality of the policing will decrease.

  120. Respect - Treating others as you wish to be treated yourself is one of the most basic social rules. As a Sergeant you need to be respected by your officers in order to be able to lead adequately. Since respect has to be mutual you have to treat other officers with respect as well.

In these times it is important for a supervisor to know how to handle emotions like anger and stay calm instead of acting incorrectly on the emotions. The better you can control your own reaction to certain emotions, the better you can control the outcome in a situation.

  124. Overcoming biases - It is a part of the human nature to retain various biases. However, the issue appears if we act based on these biases. It is important to be able to disconnect our biases when conducting police work in order to make quick and legitimate decisions.

  129. I believe that being in power is a delicate situation, someone in power is needed, but it is crucial that the individual manages it appropriately. A police supervisor holds some power over others and that could either be a benefit or disservice to the department depending on how the power is used.

  131. When being placed in a position of power it is important to understand the responsibilities that comes with it. Being a Sergeant could appear to be very satisfying and easy going, from a third person perspective. You tell others what to do and discipline them if they conduct their duties incorrectly. However, as a supervisor you are the one responsible for any larger mistake in a situation, you are the one who is suppose to make sure that nothing goes wrong. As a supervisor, you need to be alert at all times in order to not oversee any vital information. This due to failing to take in some information into an evaluation could lead to the supervisor using his or her power inaccurately. Moreover, it could be tempting for a Sergeant to abuse this power to his or her own advantage, hence, it is important to possess certain core qualities like respect and fairness.

  133. Nevertheless, a supervisor that retains strong qualities and manages the power properly could bring structure and success to the department. Officer’s need someone who they can lean onto at certain times. That someone should be the supervisor who has shown that he or she can be trusted to act fairly. In other words the power can and should be used to increase the effectiveness of officers by keeping them structured and educated.

Explain why it is important for the Sergeant to conduct these duties and the implications involved in failing them.

  139. A Sergeant is obligated to conduct numerous tasks that are essential to the department’s standard. Three of these important duties are promotional assessments, field training moderation and lastly management of the officers under their patrol. Why are these specific duties crucial and what could be the consequence for the department in case the duties were to be concluded poorly?

  141. Assessing if an officer is ready for a promotion along with the new duties that comes with the new rank is a complicated task. The task either involves a Police Officer I or II that desires a promotion. Both promotions comes with new responsibilities that needs to be taken into consideration when assessing if an officer is eligible.

  143. For a Police Officer I to be promoted to a Police Officer II he or she needs to be able to conduct standard patrol at a high standard all alone. This is why the field training system is crucial, it is based on the various field training reports that the Sergeant decides if the officer is ready to become a solo patrol officer. The list of what an officer needs to be able to do as a Police Officer II is extensive and I will not be explaining each and every requirement. What I will mention nonetheless, is that in case an officer can not complete every task that he or she is compelled to do but still promoted then it could lead to catastrophic consequences. As a Police Officer II you are expected to be able to fluently give updates in a vehicle pursuit while operating the vehicle. If a Police Officer II is unable to perform this task and is placed in a situation where it is required, the results could be a lost suspect. Losing or catching a suspect in a vehicle pursuit could mean the difference between life and death, the suspect often endangers the public with his or her driving. Moreover, the suspect could also be carrying a firearm that he or she intends to use to end someone's life, which is possible if the Police Officer II fails to provide updates and losses the suspect.

When assessing if a Police Officer II is qualified to become a Police Officer III the most decisive factor a Sergeant needs to consider is if the officer is able to educate and develop other officers. This means that the officer needs to be educated on department policies, San Andreas law and more in order to teach officers how to conduct their duties while following the various regulations. Moreover, Sergeants bases their evaluations of Police Officer I’s on the reports filed by Police Officer III’s, which is why a Police Officer III needs to be able to write a fair and comprehensive field training report regarding officers they have been on patrol with. Undoubtedly, if someone is promoted to Police Officer III without being able to educate officers and file satisfactory field training reports, it could have a negative chain reaction effect. The Field Training Officer’s potentially poor reports could lead to a tainted evaluation of a Police Officer I, which could lead to an officer being promoted when equipped to be a Police Officer II.

  147. Moving on to the importance of field training moderation and what the consequences could be if the moderation is completed inadequately. Firstly, a Sergeant moderates the quality of field training reports to ensure that the Police Officer I evaluation will be conducted equitably. A consequence of failing to quality check field training reports could be same as the one mentioned above, the evaluation could be tainted and the officer could be misjudged. Furthermore, a Sergeant is also responsible to observe the development of the officers in order to detect certain issues that an officer might have, which needs more attention in that case. As a result, the Sergeant could then assign Field Training Officers to practice on the specific field when taking the officer in question on patrol. If a Sergeant fails to examine officers development in the field training program then there is a chance that the officer does not improve on the specific problem and therefore will not pass the program.

  149. Lastly, the officers within a certain patrol need constant management by the patrol Sergeant. The management consists of a number of tasks, one of them are to regularly update officers on how they are doing and developing. In order for officers to improve they require supervision and constant updates on how they are doing and what they should do to improve. This is simply one way a Sergeant needs to manage his or her patrol. In conclusion, a Sergeant has to manage his or her patrol in various ways in order to keep the officers structured and to influence them to constantly improve.

  156. Multiple police shootouts occur every day in the city of Los Santos, hence, it is crucial that officers strictly follow the active shooter guidelines. However, as of late, there has been situations where officers fail to conclude the active shooter properly, which generates a grave risk.

  158. Concisely, the guideline is in place in order to ensure the safety of all parties involved in the situation and regards an active shooter that has been incapacitated. Officers are supposed to remain in cover and give commands to the immobilized, telling him or her to drop the firearm if it remains in the suspect’s hand. Furthermore, officers are obligated to order the suspect to spear his or her arms apart as a safety precaution. Depending on the outcome of these orders there are various guidelines that officers should abide to. If the suspect does not appear to be responsive, but carries a firearm in his or her hand, then officers must take additional safety measures when approaching, for instance utilizing “rolling cover”. If the suspect is does respond and complies with the commands, officers are advised to approach using standard procedure, which is thoroughly noted in the guidelines.

There are numerous additional guidelines that officers shall abide when concluding an active shooter incident, however, the continuous issue lies in the fact that some officers fail to assess the suspect’s condition and give any commands. These officers simply approach the incapacitated suspect without following the safety precautions established in the manual. As a result of neglecting the guidelines, officers are placed in expanded danger since the shooter, if still responsive, could still discharge his or her firearm in order to harm the officers.

  162. I presume that the insubordination is a result of insufficient knowledge regarding the subject. In my opinion, the solution to get officers to follow the guidelines is education. Most importantly, supervisors need to enforce the guidelines constantly, which they have not in some previous incidents. When supervisors enforce any protocol, officers will learn from experience and influence other officers to abide by the same rules. Hopefully, having strict supervisors will spread the message throughout the entire department and lead to a safer environment when apprehending a shooter. If the disregard for the guideline continues a departmental wide memorandum could be issued in order to raise awareness of the topic.

The reality that officers disregard the guidelines needs to be changed in order to avoid any fatal mistakes. Directing supervisors to enforce the guidelines will most likely increase the number of incidents that pans out accordingly. In conclusion, more attention needs to be brought to the topic immediately before an officer gets shot for neglecting guidelines.

  170. Sergeant Reich is my patrol Sergeant in the Santa Maria Bay area and through her dedication and well rounded skills I have developed as an officer. First of all, Reich understands the importance of communication in order to aid other officers to better conduct their duties. By not avoiding to recognize an officer’s mistake she helps to prevent future mistakes in the officer’s career. Instead of neglecting an officer’s mistake she takes part of a discussion with the officer regarding what he or she could have done differently in the situation in question. Additionally, Reich’s approach to various issues shows that she is a tough supervisor, but more importantly, she is a fair one. Being fair is one of the essential core qualities that a supervisor. Reich displays fairness by supervising every officer equally, which increases the respect that I and other officers have for her.

  172. Moreover, Sergeant Reich is a positive influence to officers due to her professionalism that she strives to uphold at all times. Reich conducts her duties as a role model supervisor, there has not been a moment where I personally have not been motivated to perform better when I observe her. Reich substantially contributes to a high standard throughout the entire department with the professional ambience that she creates by instilling professionalism to everyone she encounters.

Reich’s guidance has led to me improving as an individual and as an officer. For instance, if I did not have Reich to counsel me then I would of most likely not been rewarded with the Santa Maria Bay officer of March. Reich has - through the better and worse times - been there to support me in order to become a better officer.
