You can easily pass quest when you hit level 20

Items you will need to complete the quest:
Stormeye and Ruby Shard - Available in Eclis shop (steps 1-4)
Burningclover - Avalable in Wildhowl shop (steps 5-6)
Silk - Available in Aleas shop
Aqua Necklace - Available in Zeal shop but I think you get one as a drop in Eclis when you do the first cave

Treasure Hunt:
1. Go to eclis and run Thunderrock canyon.
2. Get the round keystone item in the last fight.
3. Gather and you will discover a new area (100% chance)
4. Beat that and get a Sun Tablet. Buy a Stormeye and Ruby Shard before leaving Eclis.
5. Go to Wildhowl with your Sun Tablet + a stormeye in your inventory.
6. Gather and discover another area. Visit that area and beat it. You will get a Earth Tablet,
7. Move to Eversweep with a burning clover and gather.
8. Beat the fight and get a Time Tablet
9. Move to Lumina with a Ruby SHARD in your inventory.
10. Gather and beat the fight for a Light Tablet.
11. Move to Gaea's Dawn with a Silk in your inventory.
12. Gather and beat the fight for a Wind Tablet
13. Move to Inachis with a Aqua NECKLACE and gather.
14. Beat the fight for your reward in all of this.
Reward = an item called 'Cup of Balance'
Reclaim it and press 'Use' button on it.
