  1. After mass rioting in the City of Harlem, many civilian volunteers were recruited by state and national authorities to help maintain the peace, among these were African American men and women. At the time the mayor was urging the people to keep the calm; advocating that in time everything would return to normal. During the night only minor disturbances were reported. The police banned the sale of intoxicants, a ban which extended even a few miles outside of Harlem, the delivery of goods to retailers was also banned. Pillaging continued but on a small scale, there were over five hundred arrests, all of which were African Americans, all arrested on charges of rioting, looting, and assault. The next day many people returned to work as usual, however the police were ready to quell any riot that did spring up, with an arsenal in the police station and major backing from the Army. The city had eight thousand members of the National Guard standing by in various armories around the city; ready to mobilize in thirty minutes.
