In this case as you need Payouts enabled, you firstly need to be approved again my team cannot assist with this and request that you contact our customer support team for guidance on whether you can have Payouts enabled. In order to contact customer support please follow the guide below (https://www.paypal.com/us/smarthelp/personal/article/what-is-the-payouts-api-and-how-do-i-enable-it-on-my-account-ts2075):

- Go to https://www.paypal.com/us/smarthelp/contact-us
- At the bottom, click "Email Us"
- In the pop up click "Login" and login to your account
- Once logged in you will see the contact details applicable to your specific account.
