To be able to reply, that person has to be following you (or there is a setting
that lets people reply even if you don't follow them). "Ask" is for asking
questions, "submit" is for posting stuff on that blog, not yours. For the answer
box, add a ? mark at the end of your posts and select "Let people answer this".
