How it works (i.e. preparing)? 🤔
To play sounds left4dead2 executable is looking for localized sounds first (and uses them), if no file found in localized folder it will look for original sounds (english version). For exploit we need to replace/change localized sounds.

Localized sound files are stored in:
.\steamapps\common\Left 4 Dead 2\left4dead2_<localization language>\sound\
.\steamapps\common\Left 4 Dead 2\left4dead2_dlc1_<localization language>\sound\
.\steamapps\common\Left 4 Dead 2\left4dead2_dlc2_<localization language>\sound\
.\steamapps\common\Left 4 Dead 2\left4dead2_dlc3_<localization language>\sound\

For making you own soundpack copy sound folders in original version (with no language suffix) and change it sounds as you want.

If you are too lazy to make your own sound pack you can use prepared sound packs by:

First: download DLC language pack of your choice 👌
Choose (and download) russian version of the game.
Library > Left 4 Dead 2 > Properties > Language

For this guide we will use russian localized version of left4dead2 (don't worry we can still play on english version or whatever language your game on).

Second: file replacement 👌
After language pack was downloaded head to L4D2 directory and delete the content of the localized sound.

So, for russian version remove those folders:
.\steamapps\common\Left 4 Dead 2\left4dead2_russian\sound\
.\steamapps\common\Left 4 Dead 2\left4dead2_dlc1_russian\sound\
.\steamapps\common\Left 4 Dead 2\left4dead2_dlc2_russian\sound\
.\steamapps\common\Left 4 Dead 2\left4dead2_dlc3_russian\sound\
*dont touch anything else*

And place your own soundpack.

If you decide to use either Sandy's or Null's soundpack just unpack zip archive in left4dead2 folder.
Third: Launch the game and run the given commands. 👌
Hit "~" to open game console and type those commands:
snd_buildsoundcachefordirectory ..\left4dead2_russian
snd_buildsoundcachefordirectory ..\left4dead2_dlc1_russian
snd_buildsoundcachefordirectory ..\left4dead2_dlc2_russian
snd_buildsoundcachefordirectory ..\left4dead2_dlc3_russian

*wait those loading screens (it's a cache rebuild process).

Then you can quit the game by typing "quit" in console.

Now. In 3 steps. You are ready to play with sound you want.

For changing language of the game just set
-language "english"
in launch options (Library > Left 4 Dead 2 > Properties > General > Set launch options...)
Toggle between original and custom sounds 👌
Whenever you feel like going back to the original sounds you can simply rename the sound subfolder inside left4dead2_russian folder into anything you wish and type
snd_restart
in the console.You can do this even while in game. If you'd like to switch back to your custom ones again repeat the procedure conversely.
Don't forget to lower the sound quality to to get rid of the annoying echo.
