  3. The Shura Council is the ceremonial head of state. It is appointed from the muslim clerical umma for life terms; with 3 seats appointed by the Senate, 3 seats appointed by the House, and 3 seats appointed by the Supreme Court.

  5. The national courts will be based on sharia law, with intra Druze and intra Christian affairs held to millet courts based on their religious law. Matters between members of different communities will go the national courts.

  9. The President of the Senate is the commander of the armed forces and must be Muslim

  11. The Speaker of the House appoints the cabinet ministers to the Council of State and must be a Druze. He is Chairman of the Council of State and makes the final decisions upon the advice of the Ministers (Defense Minister however has powers similar to the US defense minister, Interior Minister has powers similar to the Attorney General)

  13. On the Council of State, the Minister of Defense must be Circassian.

  15. On the Council of State, the Minister of the Interior must be Christian.

  17. Matters of war and martial law must be brought before the Commander-in-Chief (the President of the Senate) for approval

  19. The Shura Council can veto legislation or dissolve the Council of State and call for the House to elect a new Speaker, but a 2/3rds majority of either the Senate or House or a simple majority of both can override this.

  21. The House nominates Supreme Court candidates and the Senate must approve. All Supreme Court nominations must originate in the house.

  23. The Senate consists of 25 seats, 5 per governorate; with at least 1 seat for each sect and two more based on the two largest religions in each governorate.

  25. The Senate nominates lower National Court candidates and the House must approve. All lower National Court nominations must originate in the Senate.

  27. The House consists of 50 seats, divided by population and elected freely by the constituents without regard to religious millet.

  29. The President of the Senate shall be a Muslim elected by a simple majority from among their peers in the Senate. To vacate the office of President requires a 2/3rd supermajority, following which a new President should be elected in short order. Should the Presidency be vacated for any reason, the powers of commander-in-chief are transferred to the Minister of Defense until a new President is sworn in.

  31. The Speaker of the House shall be a Druze elected by a simple majority from among their peers in the House. Should no Druze sit in the House, members of the House may nominate other reputable citizens of the Druze faith. [Insert standard parliamentary methods of no confidence, elections being able to be held early, etc.]

  33. A Constitutional Consultation may be called for by a simple majority in each the Senate and the House. If a CC is called for, the Senate and the House each elect 5 members of their respective bodies to serve as Delegates, sitting in the Consultation with the Shura Council. The Constitutional Consultation is then scheduled at the leisure of the Shura Council, no sooner than 48 hours later and no later than 2 weeks later. A simple majority of the combined CC (the CC being 9 shura council members + 10 delegates) is required to pass amendments. The Consultation may not sit for more than two weeks without being renewed by a simple majority vote in both the Senate and the House.
