- LOUISVILLE -- I see that Dr. Rand Paul has taken out after Bill Clinton , dredging up Monica Lewinsky. And I know why Paul
- did so. The former president was here in Kentucky yesterday and in this state, as in many others, he isa far more potent and
- popular foe than President Barack Obama.
- On my first day working for The Huffington Post, I came back to Kentucky, where I began my career many years ago at the
- Courier-Journal. The people who run the University of Louisville Kentucky Author Forum wanted me to do an on-stage interview
- with a certain best-selling author who is also my new boss: Arianna Huffington. It was atricky mix of professional incest and
- personal nostalgia, but the event worked out well and I also got a chance to play Kentucky reporter once again out in the state.
- I raced over to Lexington and here is the ground-level, outside-the-Beltway reality I witnessed:
- Like Voldemort‘s, Obamas isa name no one dares utter -- and that includes Clinton speaking to Democrats.
- Ata sunny, noontlme rally on the campus of the University of Kentucky in Lexington yesterday, the former president made a
- stirring, well-argued case for Democratic Senate candidate Jack Conway and for Democrats generally -- without once
- mentioning Obama and rarely mentioning the presidency. It was as though we suddenly had only two branches of government.
- To be fair, almost no one else at the one-hour rally mentioned the sitting president. And Kentucky is staunch Republican
- territory. "We're farther ahead in the generic ballot here than ever," GOP Senator Mitch McConnell of Kentucky told me
- yesterday. "President Obama was never popular here, even at his peak.“
- Still, the eerie invisibility of the president is a telling commentary on the Democrats‘ confused, divided and defensive
- predicament as they brace for the verdict of the voters on Election Day, Nov. 2. There was something odd -- and, if you're a
- Democrat, depressing -- about a former Democratic president avoiding any mention of his Democratic successor.
- Clinton sincerely wants to help out on the trail -- and certainly wants to avoid the accusation that he dldnt try to help. But his
- travels have turned into a personal victory lap that often makes him -- not the candidate he's touting -- the center of attention.
- That was true here in Kentucky. The rally‘s mechanics were mostly handled by the Secret Sen/ice; more to the point, the final
- (and therefore top-billed) speaker wasnt Conway. It was Clinton. The Conway people didn't mind. They were glad to have him.
- Rail-thin but not frail, wearing atweedy professorial sports coat and his signature rueful, knowing smile, Clinton was treated
- with a respect bordering on awe. His familiar mane of white hair, thinning now, was translucent in the sun, giving him an
- almost otherworldly look: the Sage from a Better Age.
- Clinton is beloved In Kentucky. He won the state twice. He speaks the local dialect, which contains Appalachian notes of
- working-class pride, suspicion of big shots and Baptist revivalism. But more than that -- and more than just in Kentucky --
- Clinton's economic record (22.7 million jobs created, and he tends not to forget to mention the .7) looks spectacularly good in
- the context of what has followed.
- These days there is almost an Old Testament, milk-and-honey reverence for that economic record, at least as expressed by
- former Kentucky Sen. Wendell Ford An old-school podium pounder, Ford -- stooped but still strong voiced at 86 -- talked of

- the former president in messianic terms. "Bill Clinton found us the path to gold!" he shouted. The crowd of 2,000, most of them
- students, didn‘t laugh. They seemed to think he was right.
- How any of this helps Obama is far from clear; it isn't even clear that it helps many Democrats -- since they‘d be joining the
- same Washington party that the current president ostensibly heads.
- But Clinton is all too happy to show Obama how it's done. Asa campaigner and as president, Clinton‘s gift was his ability to
- untangle the knots of even the most complex policy issue and explain it in plain language to people suspicious of the powerful -
- - but eager not to be screwed by them or to be seen as dupes. Republicans and their corporate allies were out to shut down
- the few good things that government does for you, he said, in the name of balancing a budget that they themselves destroyed.
- "I gave you budget surpluses!" Clinton said, as if this had been an act of personal beneficence.
- Knowing his audience, the former president focused on Pell Grants, and on a new program that allows graduates to pay back
- their loans over longer periods and at lower rates. Paul, he said, will try to take that new program away -- and, given the GOP‘s
- deliberate vagueness about spending cuts -- there is reason to think Clinton is right.
- Which is why Paul got personal today. Which means Clinton drew blood. Which means that he did what he came to do. Which
- means Obama will remain invisible, at least in Kentucky, at least for now, and probably for a long time to come.

- The Senate Foreign Relations Committee plans to approve a bill Tuesday aimed at spurring a“green revolution" to combat
- global food insecurity, in part by loosening restrictions on using U.S. aid to buy food overseas.
- The legislation (S 384) would authorize $500 million for a new emergency food assistance fund that could be used to buy food
- in the affected region instead of buying it in the United States and shipping it overseas. Critics say that system costs too much,
- takes too long to provide aid and depresses local prices when U.S. products arrive.
- The bill, by panel ranking Republican Richard G. Lugar of Indiana, also would create aglobal food “czar” position at the White
- House and authorize $7.75 billion for agriculture research and exchange programs through fiscal 2014.
- “We can bring America's dedication to science, innovation, technology and education together to lead an effort devoted to
- overcoming the obstacles to food security,” Lugar said upon introducing the bill last month.

- To keep up with rising population and an expanding middle class in countries such as China and India, farmers will have to
- double their food output by 2050, Lugar said. At the same time, he said, the share of U.S. development spending devoted to
- agriculture dropped from 25 percent in 1980 to 1 percent in 2003.
- Anti-hunger activists support Lugar's effort to allow local purchase of food, but past efforts have run into farm-state interests
- that support requirements to buy U.S. crops. The bill would give the president discretion to use the fund to meet “unexpected
- urgent food assistance needs."
- OPIC Reauthorization
- The panel also will mark upa bill (S 705) to reauthorize the Overseas Private Investment Corporation (OPIC) through fiscal
- 2013.
- The program, which turns a profit, directs private capital to developing countries by ofiering U.S. businesses and lenders
- political risk insurance and investment financing.
- OPIC’s temporary reauthorization expires at the end of fiscal 2009.
- The House passed a long-term reauthorization in the 110th Congress, but it stalled in the Senate when Tom Coburn, R-Okla,
- objected to language to encourage projects to address greenhouse gas emissions. That language was not included in this bill,
- in part because OPIC already examines its projects’ greenhouse gas impact and also because of expectations that the Obama
- administration's plans for climate change legislation would impose a similar requirement.
- Coburn also argued that the program failed to target the world's poorest countries, lacked accountability and gave too much in
- loans to large corporations.
- The reauthorization would bar OPIC assistance to companies that have loans to, or sizable investments in, the energy sector of
- any state that sponsors terrorism. It would aim to reward countries with oil, gas orgems that have adopted transparent
- accounting systems.
- The markup is scheduled for 2:15 p.m. Tuesday in S-116 Capitol.

- In 1998, President Bill Clinton declined to attend the APEC meeting hosted by Malaysia and had Vice President Al Gore take his
- place. It was hoped the meeting would provide a welcome opportunity for the administration to elevate ties with Malaysia, but
- the outcome resulted in embarrassment. Vice President Gore famously gutted the relationship in a dinner speech so awkward
- that he walked straight out of the room immediately aiter delivering it.
- Twelve years later, America's leading diplomat returned to Malaysia determined to not make the same mistake. The sense of
- magic that accompanied Hillary Clinton's trip to Malaysia combined with Prime Minister iIajib's national vision provided for ideal
- diplomatic synergy. This helped Clinton achieve aleat which had eluded her husband: transforming US Malaysia ties from a

- Washington, DC -- Judicial Watch, the public interest group that investigates and prosecutes government corruption,
- announced today that it has filed a lawsuit against newly sworn-in Secretary of State Hillary Rodham Clinton on behalf of U.S.
- Foreign Service Oh‘icer and State Department employeeDavid C. Rodearmel ,(Rodearmel v. Clinton, et al., (D. District of
- Columbia)). The lawsuit maintains that Mrs. Clinton is constitutionally ineligible to sen/e as Secretary of State and that Mr.
- Rodearmel cannot be forced to sen/e under the former U.S. Senator, as it would violate the oath he took as a Foreign Service
- Officer in 1991 to "support and defend" and "bear true faith and allegiance" to the Constitution of the United States.
- Under the "Emoluments" or "ineligibility" clause of the U.S. Constitution, no member of Congress can be appointed toa civilian
- position within the U.S. government ifthe "emoluments" of the position, such asthe salary or benefits paid to whoever
- occupies the office, increased during the term for which the Senator or Representative was elected.
- Specifically, article i, section 6 of the U.S. Constitution provides, "No Senator or Representative shall, during the Time for which
- he was elected, be appointed to any civil Office under the Authority of the United States, which shall have been created, orthe
- Emoluments whereof shall have been encreased during such time." The text of the provision is an absolute prohibition and
- does not allow for any exceptions.
- According to Judicial Watch's lawsuit, the "emoluments" of the office of U.S. Secretary of State increased three times during
- Mrs. Clinton's most recent U.S. Senate term. That term, which began on Januany 4, 2007, does not expire until January 2013,
- regardless of Mrs. Clinton's recent resignation. The lawsuit notes that Congress attempted to evade this clear constitutional
- prohibition with aso-called "Saxbe fix" last month, reducing the Secretany of State's salary to the level in effect on January 1,
- 2007. This maneuver, first used in the Taft Administration, has been more frequently used in recent years by both parties,
- allowing notably Republican Senator William Saxbe to become U.S. Attorney General in 1973 and Democratic Senator Lloyd
- Bentsen to become Treasury Secretary in 1993. Asimilar "fix" has been enacted for Senator Ken Salazarto join the Obama
- Cabinet as Secretary of the interior.
- Judicial Watch's lawsuit, however, points out that the legislation "does not and cannot change the historical fact that the
- ‘compensation and other emoluments‘ of the office ofthe U.S. Secretary of State increased during Defendant Clinton's tenure
- in the U.S. Senate . . . ." The U.S. District Court for the District of Columbia is required to give expedited consideration to the
- lawsuit.

- beyond what she may get from EAP and to suggest points for her to make. I'll start with the points. I'd like to discuss questions.
- * I'm delighted to meet you, President Toribiong (Tohr-rib-e-yong), my opposite number, Minister Pierantozzi (Peer-an-toe-zee),
- and the other members of the delegation. I tried hard to get a better job than Sandra was elected to as vice-president but we
- have pretty good jobs now, don't we, Sandra?
- * I'm proud that the Compact was entered into in my husband's administration.
- * It's disappointing the Bush Administration didnt do what it should have to complete the Compact Review process this
- year.
- *But now we have new administrations. Iunderstandyou will re-evaluate yourpredecessors proposal. I'll look at our position
- too.
- * I hope, however, we can complete the process soon, although I understand it will take some time. I promise high-level,
- understanding, and sympathetic attention. Iwill designate a representative
- shortly.
- * The U.S. and Palau have a special bond formed by decades otterrltorial administration and Iknow our
- responsibilities.
- * And I understand that free association is not pure independence and you want to continue a very close relationship.
- * The President's Budget is largely completed but I will look into your FY10 request and will work with OMB and Congress on it. I
- also understand the problem of the trust iund created by the market and earlier expectations.
- * I've been to Guam. I understand that Palau has some ofthe most beautiful islands in the world, the ‘rainbows

- Now, some background. We took Palau from Japan in bloody WWII battles and administered it for the UN. It became a‘freely
- associated state’ in 1994. HRC and I have discussed this status as one of Puerto Rico’s options. In free association, nations share
- governing responsibilities. We have full security rights in strategic Palau, provide Pell Grants, and Postal Sen/ice, etc. At the staff
- level, Iguided congressional changes that Paiauan reformers sought to the Compact of Free Association which the Reagan and
- Bush 1 Administrations tried to force on the territory. It was a tough battle that included the suicide of the corrupt first president
- allied with Reagan and Bush. Minister of State Pierantozzi was a leading reformer. President Toribiong was in the group.
- A Review ofthe Compact is due this year with afocus on whether Palau's operational needs are being met. After years of US
- appropriations, a trust fund was supposed to fully meet the needs after year 15. But the trust, unrealistically expected by the US
- to grow 12% per year, will not be able to replace all appropriations according to the GAO. Early last year, Palau's last president
- made a Compact extension proposal but the Bush Administration failed to respond. Palau’s lawyer, who I know from the Carter
- WH, quoted the head of the Australia, NZ, &Pacific Islands Office, Alcy Frelick (who he gives good marks to) saying she hadn't
- been able to get support within DoS.
- Toribiong wants to revise his predecessor's proposal a bit and has three requests. 1) HRC ask OMB for current funding to continue
- through H10 to provide time for talks since they didn't really begin as they should have last year, there are new administrations
- here and there, and it is unrealistic to get the talks done and legislation passed this fiscal year. This position is supported in the
- attached letter sent HRC Monday by the chairs of the Senate and House committees, Sen. Lugar, and others. 2) The talks be
- serious and consider his administration's proposal (vs. his predecessor's). 3) The U.S. be represented by someone who can
- command the necessary attention. (I think EAP is planning to have Frelick. She is capable but maybe there should be someone
- higher or more special. There was a special Negotiator for the Reviews with the other two freely associated states.)
- Toribiong says Palau needs $20 rn in Compact funding in FY10. $15 m will come from the trust but he would like $5 m through
- continued Compact appropriations. Afallback would be to take it from the trust but that would furtherdeplete the trust.
- Finally, the Bush Administrations inclination was to transiorm free association into pure independence. Palau wanted and wants a
- closer relationship with the US and this is important as a precedent for US territories for which statehood is not an option.

- Dear Dr. Jill,
- Last night I arrived in Dar es Salaam after attending a very exciting Vital Voices training in Cape Town.
- First I must say it was a great privilege for me to attend this training on behalf of my organization, SERO Lease and Finance
- which has a development arm -the SERO Business Women Association.
- This training brought together remarkable women and we had a chance to share and learn from one anothervast experiences
- of advocacy and economic empowerment of women. Most of the participants are also beneficiaries of the vital voices grants
- that were extended by the Melinda and Gates Foundation. The sharing of the outcome of the projects further strenghtned all
- the participants. It was also very refreshing to have new members who brought in new experiences and are also potential
- grantiees.
- Vital Voices also brought very good resource people who further improved our capacities in networking, message packaging
- and delivery, advocacy, etc. We were also trained on fund raising to mention among many interesting topics. Participants had a
- chance to volunteer what to give and voice out their needs. This was a very practical solution to networking and sharing.
- As you will recall we had the memorable event of hearing the sad stories from Samburu area in Kenya. Our fellow participant,
- Rebecca, was kind enough to give us an insight of what was happening at her Maasai Community in Samburu. We learned
- about the atrocities that were being conducted by the Police force in Kenya. Some children had being killed and women feared
- to be raped, animals had been taken away etc. What I will always remember was the power that Vital Voices had brought
- together in that room. Immediately, the Lawyers began working on the human rights connections, others triggered the media
- circle, the FIDA Africa sprung to action as we had the Vice President for Women Lawyers of Africa with us etc and we were

- united in prayers for the Samburu people. It was agreed that a petition should be drafted and that togther we should commit
- ourselves to the petition which will be submitted tothe I/N by FIDA FRICA.
- It was all cheering and sighs when on the last evening, Rebecca shared with us the good news that the Police had been caiied
- off from Samburu. Still, we ail agreed that the petition shouid still be forwarded but were happy at the initial outcome. This to
- me demonstrated the power of Vitai voices - empowering the voices of the weak - together we are strong and our voices can
- be heard and we can move mountains!

- Carolina, with us as partners on three projects. By next summer there will be lots to see and to point to as
- evidence ofAmerican business in Africa I do hope that your schedule Will take you back to Tanzania and that
- you Will be able to visit one ofour projects. Valerie, the kids, and l Will likely spend the second halfofluly
- there. I am looking forward to introducing them to a continent that has been such a large part ofmy adult life.

- As you know, for the last two weeks, I have been working to help resolve the crisis in the Ivory Coast. As I
- said publicly in my statement on December 20th, my mission Was not to say who Won or Who lost the election
- or who Was right or who Was Wrong, but rather to help resolve this crisis peacefully, through dialogue,
- mediation and with leadership and participation ofthe international community.
- As you knoW I\/Ir, Ambassador, From the earliest moments ofmy involvement, I have publicly urged Mr,
- Gbagbo to invite an independent international investigation into his claims ofeleetoral Fraud and violence, and
- to respect the results ofthat review, as a path to the peaceful and mediated resolution ofthis crisis.
- In the past ten days, I have spoken repeatedly with a senior official ofthe State Department toward this end, and
- specifically to facilitate acall between the President ofthe United States and Mr_ Gbagbo so l\/lr_ Gbagbo could
- be presented with options for a peaceful resolution, that would avoid further bloodshed and be in the best

- Unfortunately, as you know, the decision was made in Abijan not to allow President Obarna’s call to be put
- through to Mr Gbagbo, despite my repeated objections to that decision. Nor have l been able to reach Mr_
- Gbagbo directly myself to offer him this advice, despite repeated requests, as recently as the last tWenty—four
- hours. Therefore, without going into further details regarding disagreements between me and representatives of
- the government, of which you are aware, Ihave reached the conclusion that I have not been allowed to
- effectuate the mission that l Was expressly asked to do by your government, despite all my best efforts to do so.
- I therefore cannot in conscience continue to represent your government. This is a difficult decision for me
- because I truly believed that I could assist in finding a peaceful solution consistent with the international
- eommunity’s concerns and the interests ofthe people ofthe lvoiy Coast to avoid Further bloodshed.
- Ivly decision is final
- lwill continue to do all l can to help encourage the parties to resolve this matter peaeefillly, through dialogue
