Basically, Vincent DeLuca is an associate within Morra Organized Crime Group which is an Italian LCN crew that is well known on the streets and feared by other factions.

So Vincent tries to extort Brittney Myers that's either the owner or just a worker in a bakery. At the same time it happens that she drives a pretty fancy Audi RS7 that's probably hard to afford by just a worker in a bakery.

Now Brittney didn't only refuse, she was disrespectful and showed no fear after multiple warnings. Not only that but right after Vincent talked to her and had a local gangbanger tell her that she's not making the right decisions and that she will be hurt, she called some Russian guy over and started pointing fingers at Vincent which got him thinking she's either snitching or getting somebody to hurt him.

Basically, Vincent was the bad guy, and Giuseppe was portraying the white knight that was there to save her, but she still didn't pay him.
