- I wanted to draw your attention to an item on tomorrow's agenda for the Fort Richardson
- Memorial Ceremony. Fort Rich officials would appreciate it if you' d arrive at the gate at
- 9-35 (or 9:40 at the latest) so that you could spend a few minutes (5-10 at the MOST) with
- General Stephen Layfield before heading out to the event (Bob will meet you and get you
- through the gate and to the exact location of the event, as well as to where you would
- meet the general. .. I' ve included directions, too, just in case) . This is proper protocol,
- for the two highest ranking officials to meet beforehand. The two of you will head out to
- the event at approximately- 9:55 - again, protocol requires that only you and the General
- walk down the center lane to the event (everyone else will approach on the perimeter) .
- Also, I've triple-checked, and your role is to attend only - I have provided brief remar
- for you, just in case. Please let me know if you have any questions at all. Thanks so

- Mv mother, Jackie, and I wanted to pass along some Information about treatment for Down s
- Syndrome that we think would be beneficial for Trig. It's about the Institutes for the
- Achievement of Human Potential (IAHPJ which is a non-profit organization in Philadelphia,
- PA IAHP has had great success treating brain-injured children - including children with
- Down' s Syndrome. I was on IAHP' s Program and it greatly improved my cerebral palsy and
- vision problems.
- Here is some background on IAHP . It was started by Glenn Doman in 1955. The Institutes
- teaches parents how to treat their children at home. Children are evaluated at IAHP in
- Philadelphia, and a complete program of neurological organization is designed for the
- family and the brain-injured child. The family is taught about the program and returns
- home to carry out the program on the brain-injured child. The goal of the program is to
- give each child a fighting chance to be well (have normal age-related neurological
- function) no matter how severely the child may be brain-injured. For a more complete
- background I highly recommend reading the book:
- What To Do About Your Brain-injured Child: Or Your Brain-damaged, Mentally Retarded,
- Mentally Deficient, Cerebral-Palsied, Epileptic, Autistic, Athetoid, Hyperactive,
- Attention Deficit Disorder (Pub. 2005, by Glenn Doman.) It's out m both hardcover and
- paperback, and it's available in most bookstores and Amazon.com .
- Also it would be helpful to check out IAHP's website www.iahp.org for more Information on
- the program' s success with children with Down' s Syndrome. The contact inf ormation for

- X would like to add how and why we used the program of IAHP. Our son, Tony, was born 2
- 1/2 months premature and his lungs were not fully developed (lacked surfactant) in what is
- called medically Hyaline Membrane disease (which is what the John F. Kennedy baby had but
- clied) Drs. said the surfactant would kick in, in 72 hours and he would be okay, but he
- took a big breath on his second day and blew a hole in his right lung which caused loss of
- oxygen to his brain at that time (hypoxia) . He weighed 4 lb. 5 oz. which helped but, Tony
- had to stay in the hospital for 2 months before we could bring him home. This loss of
- oitygen to his brain caused him vision problems plus cerebral palsy. When Tony started to
- crawl, we noticed he would drag his right leg, plus his eyes were crossed (strabismus) . I
- met a woman whose son was on the IAHP program and she suggested I write them about Tony' s

- the rest is history - Tony was on their program for approx. 3 H years and improved with
- each year (in grade school he played little league baseball, soccer, and basketball (not
- the best player, but he loved it none the less.) He is now 32 years old, went to U. C.
- Berkeley as a Chancellor's Scholar, graduated Phi Beta Kappa, Magma Cum Laude. and with
- Highest Honors in Political Science. He went on to U. C. Berkeley School of Law (Boalt)
- and graduated in the top third of his class of 350 law students.

- I want to thank you for your efforts to return Alaska to the days when "statesmen", not
- "bring home the bacon" politicians served Alaska (as opposed to themselves. ) This is
- particularly important during times of plenty, and I commend you. Not since Sen. Alriss
- Sturgulewski told me twenty years ago (back when I was Skagway Mayor) that she almost
- regretted Alaska' s oil wealth because it had destroyed political cooperation, have I heard
- one of our prominent elected officials express such common-sense fiscal prudence. In
- particular, I applaud your attempts to restrict capital fund expenditures to projects that
- address statewide, not just local, problema. Plus, I appreciate your attempts to use
- current, probably short-lived, income surpluses to address Alaska' s future fiscal
- operating obligations.
- So I was greatly pleased to read in a recent Juneau Empire article that your office was
- auoted, as follows, regarding the Juneau Access Road: "It does not make sense to go out to
- bid for part of a road when there is pending litigation and the outcome of that litigation
- could change the whole scope of the project or not allow it at all." Even ignoring the

- some good, initial steps to improve ferry scheduling. In my opinion, regularly scheduled,
- fast ferries in North Lynn Canal would satisfy nearly everyone's traveling needs . The
- main opposition, however, seems to come from DOT/PF itself, not the traveling public.
- That opposition would largely disappear, if only the Marine Highway System did not
- comprise so much of their State-funded operating budget. Therefore, m the interest of
- levelina the playing field at DOT /PF, I ask that you lobby our federal delegation to allow
- the Alaska Marine Highway System to utilize federal highway capital and operational funds
- according to the same formulas availa
- ble for regular highway systems. If successful, you could upgrade and operate the Alaska
- Marine Highway System using federal funds, and more easily and fairly weigh such upgrades
- against other transportation projects of statewide interest. Let's take departmental,

- Kelly can give you further detail on this, but Senator McGuire is unable to attend the bill signing and has strongly
- requested/insisted that we hold off for another date. The bottom line is, we will not have a bill signing at the MOD
- walk.
- The plan the sponsors hope you'll adopt is to be the last speaker before the walk begins, offer brief remarks, and
- then lead the walk with two families (one of which is the Kolendo family from Wasllla) who have received
- assistance from MOD. What I need to know from you is, would you like to only do the walk, or would you be
- willing to offer a few brief remarks, as well?
