  3. We the undersigned are concerned efforts to boost the economy are too narrowly focused on conventional economic measures.

  5. Mindful of David Cameron's commitment to ensure a "happiness index", rather than just GDP, is taken into account when considering the nation's wellbeing, we are concerned that a tax cut for the nation's top 0.7% of earners may not provide the boost our country needs.

  7. Instead, we feel the responsible course of action for this Government is to provide free kittens to any household in the United Kingdom who would like them.

  9. The benefits of this are manifold:

  11. 1. Unspayed cats are disproportionately concentrated in low-and-middle income homes. The income boost to such families from such a policy would therefore be more likely to boost the economy, as these groups spend a higher portion of their income than top earners.

  13. 2. Pet ownership encourages responsibility, altruism and patience; plus teaches core skills such as cleaning, basic pastoral care, and stroking. These could be relevant in the current job market.

  15. 3. Kittens are well-liked, and make people happy.
  16.  
  17. 4. This is especially true on the internet.

  19. We urge you to consider seriously this proposal for a (mewling) economic stimulus package.
